Regular Agenda <br />10 <br />11 <br />a.Consideration of Naming the Emergency Services Building the Phillip “Nick” <br />12 <br />Waters Orange County Emergency Services Center <br />13 <br />The Board consideredvoting to approve a resolution naming the Emergency Services <br />14 <br />building at 510 Meadowlands to the “Phillip “Nick” Waters Orange County Emergency Services <br />15 <br />Center” and authorizingthe Chair to sign. <br />16 <br />Dinah Jeffries, Emergency Services Director,presented this item,and indicated many <br />17 <br />past staff, current staff, friends,and family-his daughter and his two sisters-were also in <br />18 <br />attendance. <br />19 <br />Phillip Waters daughter, Gay Waters Fayela, said ithas been since 15 years since her <br />20 <br />fatherpassed away,and her daddy loved his Orange County family. She saidthey are her <br />21 <br />second family too. She said hewould have given anything to beathis cancer, and still be <br />22 <br />working with the County. She thanked the Boardfor this honor,and everyone who was in <br />23 <br />attendance tonight. <br />24 <br />Dinah Jeffriesrecognized past staff members who worked under Nick Waters. She also <br />25 <br />recognized Dr. Steve Halkiotis. <br />26 <br />Steve Halkiotis said he remembered many years ago voting to appointNick Waters as <br />27 <br />EMS director,andhe learned that Orange Countyhad the best EMS Director in the southeast, <br />28 <br />and probably the United States. He said he wanted to highlight that in 1988 Nick Watershad a <br />29 <br />vision that women had an important role to play in EMS, and he offered opportunities to women <br />30 <br />in a previously all men’s world. He said after Nick Waterspassed on,EMS went down hill too, <br />31 <br />but is now back on track with Dinah Jeffries as Director. <br />32 <br />33 <br />BACKGROUND: <br />34 <br />Phillip “Nick” Waters was the Director of the Orange County Emergency Management <br />35 <br />Department (now known as Emergency Services) from1988 to 2004. Mr. Waters passed away <br />36 <br />after a short battle with cancer on April 21, 2004. Phillip “Nick” Waters was recognized by many <br />37 <br />in the community for his dedication to leading emergency responders in Orange County. He <br />38 <br />encouraged staff to do their best with the tools and resources available and to always share <br />39 <br />their knowledge. In recognition and appreciation of Phillip “Nick” Waters’ contributions to <br />40 <br />Orange County, the proposal to name the Emergency Services building at 510 Meadowlands to <br />41 <br />the Phillip “Nick” Waters Orange County Emergency Services Center was presented to the <br />42 <br />Board of Orange County Commissioners for consideration and on June 6, 2017, a motion was <br />43 <br />passed for the Board to consider the proposal. <br />44 <br />45 <br />Dinah Jeffries asked Kent McKenzie to read the proclamation who traveled from Illinois, <br />46 <br />and who has worked under Nick Waters. <br />47 <br />Kent McKenzieread the resolution: <br />48 <br />49 <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br /> <br />
