8 <br />1 <br />WHEREAS, the same fundamental belief in the principles of this Nation that propelled <br />2 <br />James Madison to insist on the amendments to the Constitution must be the same spark that <br />3 <br />inspires usto defend these principles today; and <br />4 <br />th <br />5 <br />WHEREAS, on the 225Anniversary of the Bill of Rights, former President Barack <br />6 <br />Obama proclaimed, “if we are to ensure the sacred ideals embodied in the Bill of Rights are <br />7 <br />afforded to everyone, each generation must do what those who came before them have done <br />8 <br />and recommit to holding fast to our values and protecting these freedoms” that “progress was <br />9 <br />never inevitable, and as long as people remain willing to fight for justice, we can work to swing <br />10 <br />open more doors ofopportunity and carry forward a vision of liberty and equality for generations <br />11 <br />to come, and <br />12 <br />13 <br />WHEREAS, the Orange County Board of County Commissioners is committed to <br />14 <br />“upholding the civil rights and civil liberties of all persons in Orange County and their free <br />15 <br />exercise and enjoyment of any and all rights and privileges secured by our constitution and laws <br />16 <br />of the United States, the State of North Carolina, and Orange County” as they proclaimed on <br />17 <br />May 20, 2003 in “A Resolution Regarding the Protection of Civil Rights and Civil Liberties”; <br />18 <br />19 <br />NOW, THEREFORE do we, the Orange County Board of Commissioners, hereby <br />20 <br />proclaim December 15, 2017 as “Bill of Rights Day” in Orange County and commend this <br />21 <br />observance to all residents. <br />22 <br />th <br />23 <br />This the 12day of December 2017. <br />24 <br />25 <br />A motion was made by Commissioner Burroughs,seconded by Commissioner Jacobs <br />26 <br />forthe Board to adopt the revised Proclamation regarding Bill of Rights Day and authorize the <br />27 <br />Chair to sign the Proclamation. <br />28 <br />29 <br />VOTE:UNANIMOUS <br />30 <br />31 <br />Dr. Stroman said the HRC wanted to recognize Chair Dorosinfor his steadfast support <br />32 <br />for low income and marginalized peoples,andall the important work he accomplished as the <br />33 <br />Managing Attorney at the UNC Center for Civil Rights. <br />34 <br />35 <br />e.Presentation of Draft Comprehensive Annual Financial Report for FYE 6/30/2017 <br />36 <br />The Board receivedthe Draft Comprehensive Annual Financial Report (CAFR) for the <br />37 <br />fiscal year endingJune 30, 2017. <br />38 <br />Gary Donaldson, Chief Financial Officer, reviewed the following information: <br />39 <br />BACKGROUND <br />: <br />40 <br />The CAFR reports on allfinancial activity of the County for the fiscal year July 1, 2016 through <br />41 <br />June 30, 2017. Mauldin and Jenkins, a firm of Certified Public Accountants, audited the <br />42 <br />financial statements. The financial statements and audit are required by Chapter 159-34 of the <br />43 <br />North Carolina General Statutes. The County prepares a Comprehensive Annual Financial <br />44 <br />Report (CAFR) that meets the standards set by the Government Finance Officers Association <br />45 <br />(GFOA). The CAFR is submitted to the GFOA in order to be awarded the Certificate of <br />46 <br />Achievement for Excellence in Financial Reporting. The financial report for the Orange County <br />47 <br />SportsPlex, as required under the management contract, is included in the County’s CAFR. <br />48 <br />49 <br />The County received an unmodified (clean) audit opinion on the financial statements received <br />50 <br />from the audit. The financial audit results indicate compliance with County financial policies. <br /> <br />
