2 <br />1 <br />Chair Dorosin said that is just an informational item, and said comments should be given <br />2 <br />now. <br />3 <br />Allan Green requested that their petition,submitted last week, forestablishing the route <br />4 <br />for the MTS, be considered by the BOCC this evening,but that David Stancil, Department of <br />5 <br />Environment, Agriculture, Parks and Recreation Director,said that would be part of the budget <br />6 <br />process. He said his grouphas been before the BOCC manytimes in the last few years, and <br />7 <br />the reason that the State indicated Orange County as a low priority is because they feel Orange <br />8 <br />County is not committed. He said he wanted Orange County to designate the route tonight, but <br />9 <br />it is only onthe agendaas an informational item. <br />10 <br />Ed Johnson said he is an old time hiker,and the people he hasmet on the trails have <br />11 <br />been great people. Hesaid heowns land to the north of Cane Creek Reservoir, andis willing <br />12 <br />to grant an easement across his property for this trail. <br />13 <br />Chair Dorosinsaidthe information item on this evening’sagenda recommends that <br />14 <br />approval of the trail route should concur withbudget discussions this spring. He referred tothe <br />15 <br />request of accepting offered easements, and said the staff has been in touch with many <br />16 <br />landowners in this area,are moving forward, but completion by 2018 may be too ambitious. He <br />17 <br />referred to the request to establisha relationship with the Friends of MST, and said the <br />18 <br />information item states this is under way,and a draft memorandum of understanding (MOU)is <br />19 <br />being worked on for trail building and assistance. <br />20 <br />Bonnie Hammersley said the information item says staff will proceed with theCIP as <br />21 <br />previously planned,unless otherwisedirected by the Board of County Commissioners. <br />22 <br />Commissioner Jacobssaid regardless of the timeline,the public should understand that <br />23 <br />the Board iscommitted,and will move forward with this vianormal processes. <br />24 <br />Commissioner McKee said there has been no backing away from what he indicated in <br />25 <br />his letterof supporttwo years ago. <br />26 <br />Commissioner Marcoplos said contacting landowners isatacit acceptance of parts of <br />27 <br />the trail. <br />th <br />28 <br />David Stancil said the Board gave direction on September 19,andstaff provided a <br />th <br />29 <br />memosummarizing that direction; on October 27staff received instruction to move forward <br />30 <br />with landowners who are offering easements. He said this evening’sinformation item <br />31 <br />reinforces all of this. He said information was sent out to people who have been in touch with <br />32 <br />the County, and staff will move forward with discussions. <br />33 <br />David Stancil said the process maynot be completedby February, due to staff and legal <br />34 <br />reviews, but it ismoving forward. <br />35 <br />Commissioner Price said she asked staff last week if they would be in touch with <br />36 <br />landowners who are willing to donate land for easements. She said progress, even insmall <br />37 <br />increments, is encouraging that the process is moving forward. <br />38 <br />David Stancil said every property owner, who has expressed interest, should receive <br />39 <br />information via the US postal service, which will initiate the process. <br />40 <br />Commissioner Jacobs said there is concern in the community that an actual path for trail <br />41 <br />has yet to be determined. He asked if there is a reason that the location of the trail has not <br />42 <br />been identified. <br />43 <br />David Stancil said the CIP has broken this process into three phases, which may need <br />44 <br />to be revisited; and the logical time to do this would be during the CIP process in March or April. <br />45 <br />He said, however, there is nothing precluding the Board from setting a line on the map right <br />46 <br />now. He said a proposed route has been identified. <br />47 <br />Commissioner Jacobs said in the past, projects have had conceptual plansthat the <br />48 <br />Board adopted before it went into the CIP and before the Board had a master plan. He asked if <br />49 <br />a conceptual plan could be adopted in this case, prior to the CIP. <br />50 <br />Bonnie Hammersley said yes. <br /> <br />
