23 <br />1 <br />A motion was made by Commissioner Price,seconded by Commissioner McKee to <br />2 <br />approve a recommendation to the North Carolina Department of Transportation (NCDOT) and <br />3 <br />the North Carolina Board of Transportation (NC BOT) concerning a petition to add the <br />4 <br />remaining section of Paylor Street in Perry Hills Subdivision to the State Maintained Secondary <br />5 <br />Road System. <br />6 <br />7 <br />VOTE: UNANIMOUS <br />8 <br />9 <br />i.Board of Commissioners –Boards and Commissions Annual Selection Process <br />10 <br />The Board consideredvoting to approve a selection process for the Board to utilize as <br />11 <br />part of Board members’ annual selection of Boards and Commissions on which to serve going <br />12 <br />forward in 2018. <br />13 <br />14 <br />Commissioner Jacobs said he fine with the stipulations, except for the two-year term <br />15 <br />limit, which he finds insufficient. He said that some of these boardsare working in a <br />16 <br />competitive environment, and it takes more than a year to get up to speed. He said rotating <br />17 <br />people through is not a good solution. He said most other local governments have <br />18 <br />representatives serve on boards for years. <br />19 <br />Commissioner McKee endorsed Commissioner Jacobs’ comments. <br />20 <br />Commissioner Marcoplos said some board positionscan turn over more quickly than <br />21 <br />others. <br />22 <br />CommissionerJacobs said the transportationboards have alternatesmemberswhich is <br />23 <br />helpful. <br />24 <br />Commissioner Rich said she has beenan alternateon boards, and after a year of <br />25 <br />service she still feels very lacking in knowledge. She said some board meetings seem like they <br />26 <br />are being conducted in a foreignlanguage.She sees merit to both sides of the discussion <br />27 <br />regarding term limits, and struggles with finding the best solution. <br />28 <br />Commissioner Price said she has no problem taking out the term limits, but with the <br />29 <br />round robin process there is noguarantee of anything. <br />30 <br />Chair Dorosin suggestedkeeping the two-year term limitfor all boards,except for transit <br />31 <br />related boards, where a two-year term limit would just be recommended. <br />32 <br />Commissioner Marcoplos suggesteda three-year term. <br />33 <br />34 <br />A motion was made by Commissioner Jacobs,seconded by Commissioner McKee that <br />35 <br />appointments to regional boards be no more than 4 years, and appointments tointra-county <br />36 <br />boardsbeno more than2 years. <br />37 <br />38 <br />VOTE: UNANIMOUS <br />39 <br />40 <br />a.Minutes <br />41 <br />The Board approvedthe minutes from November 14 and 20, 2017 as submitted by the Clerk to <br />42 <br />the Board. <br />43 <br />b.Motor Vehicle Property Tax Releases/Refunds <br />44 <br />The Board adopted aresolution, which is incorporated by reference,to release motor vehicle <br />45 <br />property tax values for four taxpayers with a total of four bills thatwill result in a reduction of <br />46 <br />revenue in accordance with the NCGS. <br />47 <br />c.Property Tax Releases/Refunds <br />48 <br />The Board adopteda resolution, which is incorporated by reference,to release property tax <br />49 <br />values for twenty-four (24) taxpayers with a total of twenty-seven (27) bills that will result in a <br />50 <br />reduction of revenue in accordance with North Carolina General Statute 105-381. <br /> <br />
