23 1 A motion was made by Commissioner Price,seconded by Commissioner McKee to 2 approve a recommendation to the North Carolina Department of Transportation (NCDOT) and 3 the North Carolina Board of Transportation (NC BOT) concerning a petition to add the 4 remaining section of Paylor Street in Perry Hills Subdivision to the State Maintained Secondary 5 Road System. 6 7 VOTE: UNANIMOUS 8 9 i.Board of Commissioners –Boards and Commissions Annual Selection Process 10 The Board consideredvoting to approve a selection process for the Board to utilize as 11 part of Board members’ annual selection of Boards and Commissions on which to serve going 12 forward in 2018. 13 14 Commissioner Jacobs said he fine with the stipulations, except for the two-year term 15 limit, which he finds insufficient. He said that some of these boardsare working in a 16 competitive environment, and it takes more than a year to get up to speed. He said rotating 17 people through is not a good solution. He said most other local governments have 18 representatives serve on boards for years. 19 Commissioner McKee endorsed Commissioner Jacobs’ comments. 20 Commissioner Marcoplos said some board positionscan turn over more quickly than 21 others. 22 CommissionerJacobs said the transportationboards have alternatesmemberswhich is 23 helpful. 24 Commissioner Rich said she has beenan alternateon boards, and after a year of 25 service she still feels very lacking in knowledge. She said some board meetings seem like they 26 are being conducted in a foreignlanguage.She sees merit to both sides of the discussion 27 regarding term limits, and struggles with finding the best solution. 28 Commissioner Price said she has no problem taking out the term limits, but with the 29 round robin process there is noguarantee of anything. 30 Chair Dorosin suggestedkeeping the two-year term limitfor all boards,except for transit 31 related boards, where a two-year term limit would just be recommended. 32 Commissioner Marcoplos suggesteda three-year term. 33 34 A motion was made by Commissioner Jacobs,seconded by Commissioner McKee that 35 appointments to regional boards be no more than 4 years, and appointments tointra-county 36 boardsbeno more than2 years. 37 38 VOTE: UNANIMOUS 39 40 a.Minutes 41 The Board approvedthe minutes from November 14 and 20, 2017 as submitted by the Clerk to 42 the Board. 43 b.Motor Vehicle Property Tax Releases/Refunds 44 The Board adopted aresolution, which is incorporated by reference,to release motor vehicle 45 property tax values for four taxpayers with a total of four bills thatwill result in a reduction of 46 revenue in accordance with the NCGS. 47 c.Property Tax Releases/Refunds 48 The Board adopteda resolution, which is incorporated by reference,to release property tax 49 values for twenty-four (24) taxpayers with a total of twenty-seven (27) bills that will result in a 50 reduction of revenue in accordance with North Carolina General Statute 105-381.
