1 <br />1 <br />Attachment 1 <br />2 <br />3 <br />DRAFTMINUTES <br />4 <br />BOARD OF COMMISSIONERS <br />5 <br />REGULAR MEETING <br />6 <br />December 4, 2017 <br />7 <br />7:00 p.m. <br />8 <br />9 <br />The Orange County Board of Commissioners met in regular session on Monday, December 4, <br />10 <br />2017 at 7:00 p.m. at the Whitted Building, in Hillsborough, N.C. <br />11 <br />12 <br />COUNTY COMMISSIONERS PRESENT <br />: Chair Dorosin and Commissioners Mia Burroughs, <br />13 <br />Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br />14 <br />COUNTY COMMISSIONERS ABSENT <br />: <br />15 <br />COUNTY ATTORNEYS PRESENT <br />: John Roberts <br />16 <br />COUNTY STAFF PRESENT <br />: County Manager Bonnie Hammersley, Deputy County Manager <br />17 <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br />18 <br />appropriately below) <br />19 <br />20 <br />Chair Dorosin called the meeting to order at7:01 p.m. <br />21 <br />22 <br />Board Organization <br />23 <br />24 <br />a.Election of Chair and Vice-Chair <br />25 <br />26 <br />CHAIR: <br />27 <br />VOTE:7-0 (UNANIMOUS) for Mark Dorosin. <br />28 <br />29 <br />VICE CHAIR: <br />30 <br />VOTE: 7-0 (UNANIMOUS) for Penny Rich <br />31 <br />32 <br />b.Designation of Voting Delegate for all North Carolina Association of County <br />33 <br />Commissioners (NCACC)andNational Association of Counties(NACo)Meetings <br />34 <br />for Calendar Year December 1, 2017-2018 <br />35 <br />36 <br />Chair Dorosin said he sent an email to the Board about tablingthis item until theboards <br />37 <br />and commissions are chosen in February. <br />38 <br />Commissioner Price said she checked with the NCACC,and this can be done at <br />39 <br />anytime. <br />40 <br />Chair Dorosin said Commissioner Price serves in both seats,and would continueto <br />41 <br />serve in those seats untilthen. <br />42 <br />Commissioner McKee said it was his understanding that the Board had decided to <br />43 <br />change the picking of boards and commissions toNovember, starting in 2018. He said given <br />44 <br />this change, he would prefer Commissioner Price remain in these positions, and make any <br />45 <br />changes in November 2018. <br />46 <br />47 <br />A motion was made by Commissioner Rich,seconded by Commissioner Marcoplos to <br />48 <br />delay theseappointments until February. <br />49 <br />50 <br />VOTE: Ayes, 6; Nays, 1 (Commissioner McKee) <br /> <br />
