Fikes, 245-2490 <br />PURPOSE: To award two housing rehabilitation contracts for the County's HOME Housing <br />Rehabilitation Program. <br />BACKGROUND: The Housing and Community Development Department solicited bids from <br />qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation <br />Program for the general repair portion of the work specifications. Bids were also solicited from <br />lead based paint abatement contractors for items containing lead based paint as required by <br />federal regulation, <br />The informal bidding process is governed by the North Carolina General Statues §143-131 and <br />does not require a minimum number of bids, Additionally, present program procedures provide <br />that housing rehabilitation contracts be awarded to the lowest responsible bidder, All <br />contractors participating in the County's Rehabilitation Program are also required to utilize <br />current deconstruction and material recycling methods during the repair process, <br />Sealed bids were solicited from participating contractors on May 22 and June 13, 2006 with a <br />bid opening on June 22, 2006 with Three bids were received for the general repair portion and <br />the two bids were received far the lead based paint portion of the work specifications for 119 <br />Hayes Street. Bid results are attached. <br />FINANCIAL IMPACT: The HOME Program Housing Rehabilitation Program provides deferred <br />loan funding far this repair program. <br />RECOMMENDATION(S): The Manager recommends that the Board award the following <br />housing rehabilitation contracts: <br />Dwelling Unit Bid Amount Contractor <br />119 Hayes Street, Hillsborough $20,470 Long Construction Company <br />$ 5,000 Eastern Environmental <br />
