X <br />- Transportation - Various improvements as detailed in Attachment 7, summarized herein, <br />for 2 build phases (2020 and 2022) which includes approximately 14 specific road <br />development criteria (both roadway and signalization) <br />- Master Concept Plan - More detailed concept plan within the districts. <br />Environmental - Preservation of floodplains and buffers consistent with FEMA and the <br />LIDO, as well as, a specimen tree. <br />- Lighting inventory - Adherence to County's existing lighting ordinance as well as Crime <br />Prevention Through Environmental Design (CPTED) techniques. <br />- Land Use Non - Residential - Land uses are consistent with the Orange County and Town <br />of Hillsborough joint land use plan which identifies the interstate interchange area as an <br />employment center with supporting retail uses for daytime employees (to create internal <br />pedestrian and traffic capture) and other interstate retail users to promote day and night <br />business sustainability. Retail is suggested to be limited to 30% of total allowable square <br />footage in District 2 or approximately 78,540 square feet. Note: this is relatively minor <br />percentage of total proposed square footage ( -5% of Industrial floor area) of the entire <br />project (District 1 and 2). <br />Planning Board Recommendation: At its January 10, 2018 regular meeting, the Board voted <br />unanimously to again recommend approval of the project with a revised Statement of <br />Consistency, as contained in Attachment 10, and the revised conditions as detailed in <br />Attachment 11. <br />The Planning Board's signed Statement of Consistency is contained in Attachment 9. Agenda <br />materials from the January 10, 2018 regular meeting can be accessed at: <br />http:// www. orangecountync .gov /JanuaryAgendaPacket2.pdf. <br />FINANCIAL IMPACT: This request has been reviewed by various County departments who <br />have determined that the approval or denial of the request would not create the need for <br />additional funding for the provision of County services. Costs associated with advertising, <br />including the public hearing notice and mailings, were paid by the applicant in accordance with <br />the adopted Orange County Fee Schedule. <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br />this agenda item: <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND -USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, incomes <br />and educational levels with respect to the development and enforcement of <br />environmental laws, regulations, policies, and decisions. Fair treatment means that no <br />group of people should bear a disproportionate share of the negative environmental <br />consequences resulting from industrial, governmental and commercial operations or <br />policies. <br />RECOMMENDATION(S): The Manager recommends the Board: <br />1. Receive the additional information on the application as detailed in this abstract and <br />attachments; <br />2. Accept additional comments from the staff, Planning Board, and the general public; <br />
