182 V. Construct a right -in /right out access for the retail /office /hotel parcels <br />183 on Old NC 86 approximately 500 feet south of the Service Road. <br />184 Staff informed the Board that, in consultation with the applicant, the Director <br />185 recommended the imposition of the following additional condition: <br />186 Development of District 1 shall utilize Service Road to obtain access to Old <br />187 NC Highway 86. <br />188 At the time development exceeds allowable traffic trips, as defined within the <br />189 Master Traffic Impact Analysis (TIA), requiring a restriction /prohibition on left <br />190 turn(s) off of Service Road onto Old NC Highway 86, an alternative traffic <br />191 alignment/improvement shall be required to serve District 1 allowing for both <br />192 left and right turn access onto Old NC Highway 86. <br />193 This alternative shall be reviewed and approved by Orange County and the <br />194 NC Department of Transportation and shall be installed prior to the approval <br />195 of additional site plans in District 1 beyond the defined threshold in the <br />196 original /amended TIA. <br />197 The Board verified that acquisition /dedication of additional right -of -way to <br />198 accommodate intersection designs as detailed in the amended TIA shall be in <br />199 accordance with applicable NC Department of Transportation requirements. Staff <br />200 reminded the Board this was already a recommended condition. <br />201 The Board verified there would be no impacts to the Davis Road intersection. Staff <br />202 indicated the revised TIA shows a right -turn lane off of Old NC Highway 86 allowing <br />203 traffic to access Davis Road but that there were no other modification(s) anticipated <br />204 for this intersection. <br />205 The Board voted unanimously to recommend approval of the proposed <br />206 conditions associated with internal and external roadway development consistent <br />207 with the supplemental TIA. <br />208 9. The Planning Board reviewed the concept site plans for District 1 and 2 denoting <br />209 the anticipated location of parking areas, access roads, stormwater features, <br />210 landscaping, building(s), etc. offering no additional comment. <br />211 10. The Planning Board reviewed the detailed buffer plan denoting <br />212 proposed /required project buffers (i.e. perimeter, MTC, stream AND floodplain, <br />213 roadway, etc.) offering no additional comment. <br />214 11. The Planning Board agreed with an applicant suggestion that a tree survey <br />215 should be required denoting the location of `specimen trees' in District(s) 1 and 2 <br />216 at the time of site plan application submittal and not prior to action on the <br />217 rezoning petition. <br />218 12.A condition was recommended by the Planning Board limiting the number of <br />219 outdoor lighting features being left on after local business operations close for the <br />220 evening. The recommended condition reads as follows: <br />221 The number of outdoor lighting fixtures left on after normal business <br />222 hours shall be the minimum necessary to ensure compliance with <br />223 applicable industry guidelines and standards including, but not <br />224 limited to: IES /ANSI, OSHA, etc. in order to maintain safe lighting <br />225 conditions for employees, business owners and the public. <br />
