132
Michael Harve
From: Michael Harvey
Sent: Thursday, November 16, 2017 12:09 PM
To: Chuck Edwards Contact; Ed Sirgany; Jim Parker (jimparker16 @gmail.com); Ariel Gamboa
(ariel.gamboa @summitde.net); Craig Benedict (cbenedict @orangecountync.gov); Tom
Altieri
Cc: Bunting, Clarence B; Sorrell, Charles V; Ishak, Doumit Y; Jones, DeAngelo J
Subject: RE: Proposed Settlers Pointe- Revised Access Configuration and Revised Traffic Analysis,
Thank you for the e-mail and revised information.
A general observation I would like to make as it relates to access from District 1 onto NC Highway 86 via Service Road: a
right turn only configuration taking traffic south from Service Road (District 1) will dump traffic onto NC Highway 86
South with no access back to the Interstate creating nightmares for property owners to the south as people are looking
for ways to get back to the Interstate. This will exacerbate existing congestion and make several concerns of local
residents a hard reality. While I understand it might make sense from a traffic mitigation standpoint it creates major
problems with respect to our (i.e. my) expectation(s) on the management of traffic impacts created by this development
on adjoining properties and existing road network systems.
At this point in time I am not in favor of the right turn only option as provided on the revised DOT comment package and
will convey my concerns to my superiors and Board members at the appropriate time.
Michael D. This would require that pplicant obtain additional property which
may not be feasible or possible. During our meeting we identified alternate ss configurations utilizing the frontage
currently controlled by the Applicant that would be expected to provide acceptab eration and intersection spacing
in accordance NCDOT requirements. District and Congestion Management staff have revs our analysis for the
revised scenario and, based on the information provided, we find the proposed alternate to be conceptually acceptable.
