ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 22, 2006 <br />Action Agenda <br />Item No. 5- M <br />SUBJECT: Bid Award: Construction of Concrete Wall and Slab at Landfill <br />DEPARTMENT: Purchasing/Solid Waste PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Bid Tabulation <br />INFORMATION CONTACT: <br />Pam Jones, 919-245-2652 <br />Gayle Wilson, 919-968-2885 <br />PURPOSE: To consider awarding a bid to Janes Concrete Service Company of Hillsborough, North <br />Carolina to extend a retaining wall and pour concrete slab at the Orange County Landfill, <br />BACKGROUND: The Solid Waste Management Department FY2006-07 budget includes funding for an <br />expansion of the urban and rural curbside recycling collection programs to add mixed paper to the <br />collected materials: The implementation of these new mixed paper programs will increase the quantity of <br />mixed paper materials collected through the County-operated Rural Curbside program by approximately <br />600 tans. <br />The purpose of this project is to expand the existing area where collected recyclable materials are <br />consolidated before delivery to market in order to more efficiently manage the increased tonnage. The <br />project consists of expanding an existing retaining wall to allow two additional roll-off containers to be <br />placed. The project is compatible with the Solid Waste Facilities Master Plan approved by the BOCC in <br />October 2001. <br />Solid Waste Management Department staff assisted the engineering firm Olver Incorporated in <br />developing the plans and specifications for the project as part of bid solicitation 1467. The bid solicitation <br />was advertised on the County website, A pre-bid conference was also held, <br />Eight contractors received the bid package, Two bids were received. Janes Concrete Service Company <br />of Hillsborough, North Carolina submitted the lowest responsive bid of $50,572. <br />FINANCIAL IMPACT: Total purchase price, if approved by the Board, would be $50,572.. Funds are <br />available in the FY2006-07 Solid Waste Management budget to fund this expenditure. <br />RECOMMENDATION(S): The Manager recommends that the Board award a bid to .Jones Concrete <br />Service Company of Hillsborough, North Carolina for a total of $50,572 and authorize the Purchasing <br />Director to execute the necessary paperwork, <br />
