2 <br />The committee has no authority or responsibility to create or enforce <br />policy or rules, but their analysis and recommendations are welcome. <br /> <br />The committee will be one source of citizen-based information and advice <br />to assist in the delivery of GoTriangle’s transit planning and operational <br />services. <br /> <br /> <br />Providing Input and Advice to GoTriangle <br /> <br />Advisory committee members will be selected to represent a broad range of <br />residents. The Board will gain value from understanding a range of perspectives. <br />It is important that advice and recommendations to the Board be presented <br />showing the different views of committee members on key issues of concern. <br /> <br />Consensus recommendations should include the full range of stakeholder views. <br />Majority report and minority report recommendations are appropriate if <br />necessary. Proposed solutions and/or recommendations should be viable and <br />cost-effective. If the committee has not provided a report and/or <br />recommendation on an issue to be decided, the Board shall proceed with its <br />business in a timely fashion in the absence of a report and/or recommendation. <br />The Board, at its sole discretion, may or may not act on information and advice <br />provided by the Committee. <br /> <br />The Committee shall present a comprehensive written report annually to the <br />GoTriangle Board. <br /> <br />GoTriangle staff may assist with the written record to insure that all ideas are <br />expressed in a clear and concise manner. <br /> <br />Membership and Structure <br /> <br />The committee shall consist of thirty (30) members to carry out the objectives <br />and duties. The Board shall seek a committee composition that consists of <br />fourteen (14) Wake County residents, nine (9) Durham County residents, and <br />seven (7) Orange County residents. The membership from each county will be <br />representative of the demographics of that county including, but not limited to, <br />socioeconomic diversity and geographic diversity of the population of the county. <br /> <br />Meetings <br /> <br />The committee shall meet at least six (6) times per year. A written report from <br />the meeting shall be provided to the Board within ten (10) business days of the <br />meeting. <br />4
