Kern, has been reviewed and <br />accepted by CRA Associates and County staff. <br /> <br />The project schedule is as follows: <br /> <br />Task Duration/Date <br />Contract Approval January 23, 2018 <br />Construction Winter- Summer, 2018 <br />Completion and Availability of Expansion Space Summer, 2018 <br /> <br />FINANCIAL IMPACT: The BOCC appropriated $550,000 for this project as part of the FY2016- <br />17 Capital Investment Plan. The project includes adequate contingency funds for unforeseen <br />conditions. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br />to this item: <br />• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br />INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or color; <br />religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br />ethnic background; age; military service; disability; and familial, residential or economic <br />status. <br /> <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br /> <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br />activity substance abuse and domestic violence. <br /> <br />• GOAL: ENABLE FULL CIVIC PARTICIPATION <br />Ensure that Orange County residents are able to engage government through voting and <br />volunteering by eliminating disparities in participation and barriers to participation. <br /> <br />RECOMMENDATION(S): The Manager recommends the Board: <br /> <br />1) Award a bid to H.M. Kern Corporation of Greensboro, North Carolina in the amount of <br />$494,820 for the construction of the Passmore Center Expansion; <br /> <br />2) Authorize the Chair to sign the necessary paperwork upon final approval of the County <br />Attorney; and <br /> <br />3) Authorize the County Manager to execute change orders for the project up to the project <br />budget. <br /> <br />2
