Kern Corporation of Greensboro, North Carolina in the amount of <br />$494,820 for the construction of the Passmore Center Expansion; <br /> <br />2) Authorize the Chair to sign the necessary paperwork upon final review of the County <br />Attorney; and <br /> <br />3) Authorize the County Manager to execute change orders for the project up to the project <br />budget. <br /> <br />BACKGROUND: On October 3, 2017 the Board authorized the Manager to pursue the <br />development of construction drawings, solicit bids and present a construction bid award for the <br />Passmore Center Expansion up to the appropriated budget of $550,000 for the project as part of <br />the FY2016-17 Capital Investment Plan. <br /> <br />Competitive bids from five firms were opened on December 7, 2017. After a period of review of <br />the bid documents by County staff and CRA Associates, the project designer, H.M. Kern <br />Corporation of Greensboro, NC was determined to be the lowest responsive, responsible bidder <br />for this project (see Attachment 1, “Certified Bid Tabulation”). <br /> <br />The proposed bid award contemplates awarding the base bid, alternates, and adjustments <br />developed through a value engineering process. Attachment 2, “Construction Agreement”, is the <br />document prepared by the County Attorney that will govern the project if and when the Board <br />authorizes the Chair to sign the Agreement. The contract award amount was derived from the <br />H.M. Kern proposal submitted on December 7, 2017 in the amount of $524,700, less the agreed <br />upon Value Engineering options (Exhibit 2 of the Agreement for a total contract amount of <br />1
