<br />The creation and preservation of infrastructure, policies, programs and funding <br />necessary for residents to provide shelter, food, clothing and medical care for <br />themselves and their dependents. <br /> <br />6. The Department of Social Services has received Emergency Food and Shelter funds of <br />$10,333 from the State for FY 2017-18. These funds will be used to provide general <br />client assistance, mainly rent and utility payments, and to continue to provide adult day <br />care to clients currently receiving it. This budget amendment provides for the receipt of <br />these funds. (See Attachment 1, column 6) <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br />applicable to this item: <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding <br />necessary for residents to provide shelter, food, clothing and medical care for <br />themselves and their dependents. <br /> <br />Criminal Justice Resource Department <br />7. The Criminal Justice Resource Department (CJRD) and the Sheriff’s Office have worked <br />in conjunction towards having five (5) GPS ankle monitors available for the CJRD’s <br />Pretrial Release program. The Sheriff’s Office is providing $10,000 in available funds <br />from its Jail Inmate Fund, and the CJRD will contract with a monitoring service compact <br />for the GPS ankle monitors as a permissible use of these funds. These funds will enable <br />CJRD to offer this GPS monitoring option for five defendants at a time for the remainder <br />of the fiscal year who could not afford the associated expense and would otherwise have <br />to remain in custody until their cases were resolved. This budget amendment provides <br />for the transfer of funds ($10,000) from the Jail Inmate Fund to the CJRD in the General <br />Fund for the above stated purpose. With this allocation, approximately $57,200 remains <br />currently available in the Jail Inmate Fund. (See Attachment 1, column 7) <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br />applicable to this item: <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br />gang activity, substance abuse and domestic violence. <br /> <br />FINANCIAL IMPACT: Financial impacts are included in the background information above. <br />This budget amendment provides for the receipt of these additional funds and increases the FY <br />2017-18 budgets in the General Fund by $25,493, increases the Grant Projects Fund by <br />$28,400, increases the Adoption Enhancement Fund by $50,400, and decreases the Jail Inmate <br />Fund by $10,000. <br /> <br />RECOMMENDATION(S): The Manager recommends the Board approve budget and grant <br />project ordinance amendments for fiscal year 2017-18. <br />4
