STAFF COMMENT: At its January 10, 2018 meeting, the Board <br />voted unanimously to recommend approval of the proposed utility <br />conditions as contained in Attachment 11. <br />2. Transportation Impact Analysis (TIA): On December 4, 2017 the applicant <br />submitted a revised TIA providing additional detail on anticipated traffic <br />impacts/required improvements associated with the project. This was in response to <br />staff requests for additional detail. A summary of recommended improvements as <br />contained within the revised TIA (Attachment 6) is as follows: <br />Recommended improvements for the 2020 Build Phase are: <br />a. Install a traffic signal at the intersection of Old NC 86 & I-40 westbound, <br />required for Certificate of Compliance of any square footage build. <br />b. Construct the second lane of the I-40 East on ramp, and re-stripe the <br />southbound lanes of Old NC 86 at the I-40 East ramp for dual left turns, at <br />any level of build. <br />c. Install a traffic signal at the intersection of Old NC 86 & I-40 eastbound, <br />required for Certificate of Compliance of any square footage build. <br />d. Install a continuous right turn lane on south bound Old NC 86 between the <br />I-40 East off ramp and the Service Road, at any level of build. <br />e. Construct a continuous right turn lane on north bound Old NC 86 between <br />the Service Road and the I-40 East on ramp, at any level of build. <br />Construct a right turn lane on the Service Road at Old NC 86 with 200 feet <br />of storage and taper, for initial construction of facilities, at any level of build. <br />f. Construct a left turn lane on northbound Old NC 86 at the Service Road <br />with 150 feet of storage and taper, at any level of build. <br />g. Construction of a left-in/right-in/right out access for the Service Road at Old <br />NC 86 upon construction of greater than 900,000 square feet of warehouse <br />facility. <br />h. Construction of a super-street type U-Turn bulb intersection to be located <br />approximately 1,000 feet south of the Service Road on Old NC 86, with 200 <br />feet of storage and taper, upon construction of greater than 900,000 square <br />feet of warehouse facility. <br />i. Construction of a right turn lane on Old NC 86 southbound at Davis Road <br />with 150 feet of storage and taper, upon construction of 900,000 square feet <br />of warehouse facility. <br />Recommended improvements for the 2022 Buildout Phase are: <br />i. Construct a full access on Old NC 86 at the location of the U-Turn <br />intersection installed under the 2020 Phase I Build, with two exiting lanes <br />and one entering lane. Construct a right turn lane with 125 feet of storage <br />and taper on the westbound approach, a thru-right turn lane on the <br />northbound approach with 200 feet of storage and taper, and a second <br />southbound left turn lane with 300 feet of storage and taper. <br />ii. Install a traffic signal at the intersection of Old NC 86 new retail access/U- <br />Turn intersection. <br />5
