1 <br /> <br />APPROVED 12/4/2017 <br /> <br /> MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />QUARTERLY PUBLIC HEARING <br />November 14, 2017 <br />7:00 P.M. <br /> <br />The Orange County Board of Commissioners met for a Quarterly Public Hearing on Tuesday, <br />November 14, 2017 at 7:00 p.m. at the Whitted Building in Hillsborough, N.C. <br /> <br />COUNTY COMMISSIONERS PRESENT: Chair Mark Dorosin and Commissioners Mia <br />Burroughs, Barry Jacobs, Mark Marcoplos, Earl McKee, Renee Price and Penny Rich <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY PRESENT: James Bryan (Staff Attorney) <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley and Clerk to the Board <br />Donna Baker (All other staff members will be identified appropriately below) <br /> <br /> Chair Dorosin called the meeting to order at 7:06 p.m. <br /> <br />A. OPENING REMARKS FROM THE CHAIR <br /> <br />B. PUBLIC CHARGE <br /> <br />Chair Dorosin read the charge below: <br />The Board of Commissioners pledges to the residents of Orange County its respect. The <br />Board asks its residents to conduct themselves in a respectful, courteous manner, both with the <br />Board and with fellow residents. At any time should any member of the Board or any resident fail <br />to observe this public charge, the Chair will ask the offending member to leave the meeting until <br />that individual regains personal control. Should decorum fail to be restored, the Chair will recess <br />the meeting until such time that a genuine commitment to this public charge is observed. All <br />electronic devices such as cell phones, pagers, and computers should please be turned off or set <br />to silent/vibrate. <br /> <br />C. PUBLIC HEARING – QUASI JUDICIAL ITEMS <br />NONE <br /> <br />D. PUBLIC HEARING – LEGISLATIVE ITEMS <br /> <br />1. Zoning Atlas Amendment - To review an application for an MPD-CZ (Master Plan <br />Development Conditional Zoning) district. The proposed project encompasses 195 acres <br />in the Hillsborough Economic Development District (EDD) south of Interstate 40 on both <br />sides of Old Highway 86. <br /> <br />BACKGROUND: <br />The modified request seeks to rezone approximately 195 acres of property: <br /> <br />From: Economic Development Hillsborough Limited Office (EDH-2); Economic Development <br />Hillsborough Office/Retail (EDH-4); Economic Development Hillsborough Research and <br />Manufacturing (EDH-5); Special Flood Hazard Area (SFHA) Overlay District; Major <br />Transportation Corridor (MTC) Overlay District. <br /> <br />To: Master Plan Development Conditional Zoning (MPD-CZ) Settlers Point; Special Flood Hazard <br />Area (SFHA) Overlay District; Major Transportation Corridor (MTC) Overlay District. <br />32
