Approved 11/01/2017 <br /> <br />5 <br /> <br />Paul Guthrie replied that he asked the question because he suspects that NCDOT can do expansion within the <br />proposed plan MPD-CZ without a problem, but some of the ramps may require more property. <br /> <br />Michael Harvey said in response that the TIAs will help with the integration of these plans over time. The developer <br />can only be consistent with NCDOT comment, and Mr. Edwards with NCDOT has not indicated anything about a <br />large-scale exit ramp reconfiguration yet. <br /> <br />Paul Guthrie said that he had seen a map of long-term expansion. <br /> <br />Michael Harvey replied that it is a good idea to keep the interstate expansion in mind. Mr. Harvey redirected the <br />discussion to land uses. In District 1, an abbreviated list of land uses includes computer and electronic <br />manufacturing, pharmaceutical research manufacturing, metal production manufacturing, furniture man, food and <br />beverage bottling manufacturing, research facilities, etc. In District 2, commercial services could include retail, <br />professional office, restaurant, recreational land use, health services, hotel and motels, and gas stations. The <br />applicant asked if an elementary-secondary level school could be allowed as part of this project. Staff does not have <br />an objection to the use, just to the use of it by right. The development of a school would be required to go through the <br />Special Use Permit process, just as any proposed school would have to go through. <br /> <br />Tony Blake asked if the plan provides for fire services and the like. <br /> <br />Michael Harvey responded that it does and that government services (inclusive of protective services) are permitted <br />in every district. <br /> <br />Tony Blake said that he knows that they are permitted, but does the development plan take into account the <br />additional resources needed? Building height would affect the fire department. <br /> <br />Michael Harvey said that the Orange County Fire Marshal serves on the Planning Department’s advisory committee <br />and will be reviewing all site plans . With respect to Mr. Blake’s question, he noted that there is a condition that <br />requires the County Fire Marshal and the Town of Hillsborough’s Fire Marshal, in consultation with the Utility Director <br />of the Town of Hillsborough, to approve road layout at construction, location of fire lanes, location of fire hydrants and <br />location of proposed standpipes. There will also have to be float tests required. <br /> <br />Tony Blake asked for confirmation that this project is located within the County and not in Hillsborough. Is the fire <br />department Orange Rural for this area? He wants to make sure that the local fire department is also included in the <br />review. <br /> <br />Michael Harvey replied that yes, it is in the County but will be in the Town’s jurisdiction at some point. <br /> <br />Buddy Hartley noted that the local fire department is #316. <br /> <br />Michael Harvey said that the local fire department can be added to the advisory group on these topics. He believes <br />that Hillsborough will provide mutual aid, especially with the extension of water-sewer. As structures go over a certain <br />height, there will be a sprinkler requirement. <br /> <br />Tony Blake said that he wants to ensure that the local department responsible for fire protection is involved in the <br />process. <br /> <br />Michael Harvey said that he can accommodate that. He continued with his presentation and discussed the extensive <br />signage provisions. He said that he has heard concerns from Board members and from attendees at the NIM about <br />the architectural landmark as the visual identifier for the development. Staff has shared these concerns with the <br />applicant. The applicant described the development’s visual identifier as more of an architectural feature than a sign. <br />Waterstone has the big architectural feature as well. Staff is suggesting that the applicant provide visual examples of <br />15
