These programs are <br /> designed to give children a healthy start in the early years when relationships and <br /> experiences influence brain development the most. <br /> • Parent education that encourages and supports positive family relationships and <br /> interactions, particularly in the early years. These programs include the Incredible Years <br /> Basic/Incredible Babies/Toddlers. <br /> By proposing these services- <br /> • KidSCope addresses Orange County Goal 1, Priority Four, Protect Safety Net <br /> Programs <br /> • KidSCope addresses all three priority areas for the Town of Chapel Hill <br /> • KidSCope addresses the Town of Carrboro's Goal of Improving Services for Citizens <br /> e) Describe the community need or problem to be addressed in relation to the Chapel <br /> Hill Human Services Needs Assessment, Orange County BOCC Goals and <br /> Priorities, Town of Chapel Hill Council Goals, Carrboro goals, or other community <br /> priorities (i.e. Council/Board Goals).
