2 <br /> elementary school level. Future changes to class size ratios for the 2018-19 school year will be <br /> reviewed by the SAPFO Technical Advisory Committee (SAPFOTAC) in January. At that time, <br /> the SAPFOTAC will discuss the possible reconvening of the Joint Action Committee, comprised <br /> of representatives from the Orange County Board of Commissioners, the Orange County Board <br /> of Education, and the Chapel Hill-Carrboro City Schools Board of Education, in order to address <br /> potential modifications in class size ratios for the 2018-19 school year for SAPFO purposes. <br /> In recent years, Pre-K enrollment has been a topic of discussion with both school districts. <br /> However, SAPFO has not been amended to include Pre-K in the membership and capacity <br /> numbers. Therefore, Pre-K children are not included in the membership and capacity numbers <br /> reported. <br /> FINANCIAL IMPACT: Precise financial impacts cannot be determined, but changes in <br /> projected growth in student membership for the next ten years is expected to result in higher <br /> future operating and capital budget requests. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the November 15, <br /> 2017 Membership and Capacity numbers as submitted by each school district. <br />
