1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 12, 2017 <br /> Action Agenda <br /> Item No. 8-b <br /> SUBJECT: Designation of the Dr. Arch Jordan House as an Orange County Local Historic <br /> Landmark <br /> DEPARTMENT: Environment, Agriculture, Parks <br /> and Recreation (DEAPR) <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Proposed Ordinance Designating the Dr. Arch <br /> Jordan House as an Orange County Local Peter Sandbeck, 245-2517 <br /> Historic Landmark <br /> PURPOSE: To consider and adopt an ordinance to designate the Dr. Arch Jordan House as an <br /> Orange County Local Historic Landmark. <br /> BACKGROUND: The adoption of the attached ordinance is the final step in the process for <br /> designating the Dr. Arch Jordan House as a local historic landmark, as outlined in the County's <br /> Historic Preservation Ordinance. The BOCC held a required joint public hearing with the Historic <br /> Preservation Commission (HPC) on December 4, 2017 to obtain public input/comment about <br /> the proposed designation. At the close of that hearing, the BOCC returned the draft ordinance <br /> back to the HPC for final processing. The attached landmark ordinance has been approved by <br /> the HPC and the County Attorney and is ready for consideration and adoption by the BOCC. <br /> FINANCIAL IMPACT: The designation of the Dr. Arch Jordan House as a Local Historic <br /> Landmark will make the owner of the property eligible to apply for a 50% (fifty percent) property <br /> tax deferral as provided by state law and local ordinance, as an incentive to maintain the <br /> property in its historic condition for the public benefit. Calculations provided by Tax <br /> Administration show a property tax reduction from the present amount of$3,174.89 to $1,388.83 <br /> after the historic designation, based on the proposed landmark parcel size of 8 acres. The entire <br /> parcel is 47.17 acres. <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goals applicable to <br /> this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board adopt and authorize the <br /> Chair to sign the attached ordinance to designate the Dr. Arch Jordan House as an Orange <br /> County Local Historic Landmark, and thank the owner, Ms. Elizabeth Davidson, for her ongoing <br /> efforts to preserve this important historic property. <br />
