It was during this segment of the review process that the Center for <br /> Homeownership chose to withdraw its application. The Application Review Committee <br /> recommended the following entity be awarded the requested parcel as identified below: <br /> RESPONDENT PARCEL: Habitat of Orange County 09865516149 <br /> The County acquired the parcel at public auction in April 1977 with the formal transfer and <br /> deed being recorded in May 1977. The parcel is .95 of an acre - see Attachment 2. In addition, <br /> the Application Review Committee recommends, in light of the need in the community for <br /> overall revitalization, as well as the respondent's need for leveraged monetary assistance to <br /> install the needed infrastructure, that the Board of County Commissioners approve the <br /> additional request of$90,000 contingent upon submittal and County staff's approval of <br /> Habitat's detailed plan and final cost estimate and that funding, if approved, be paid in <br /> incremental draws after Habitat utilizes its identified available funds on hand. If approved, the <br /> funds would be paid from the $2 million Affordable Housing/Land Bank Set-Aside in the <br /> Capital Investment Plan. If this request for proposal award is approved, the remaining nine (9) <br /> parcels of surplus property will be available for the 2018 RFP cycle. <br /> FINANCIAL IMPACT: <br /> No negative financial impact is associated with the awarding of the surplus property. However, <br /> if the Board of County Commissioners approves the request for additional leveraged financial <br /> resources, there would be an outlay of$90,000 or less depending on the final detailed plan <br /> and cost estimate for the installation of needed infrastructure. <br /> Commissioner Price asked who will maintain the street. <br /> Susan Levy said the Town of Hillsborough. <br /> Commissioner Marcoplos asked if the number of houses has been determined. <br /> Sherrill Hampton said it has yet to be determined, but one contingency that has been <br /> requested would allow the staff to work with Habitat for Humanity to maximize the number of <br /> units. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Burroughs <br /> for the Board to: <br /> (1) accept the award recommendation of the Application Review Committee and authorize <br /> the County Manager to sign all necessary legal documents associated with <br /> transferring the surplus property (Parcel 09865516149) following approval by the <br /> County Attorney's Office; and <br /> (2) approve the request for $90,000 in leveraged financial resources for installation of <br /> infrastructure contingent upon submittal and County staff's approval of Habitat's final <br /> detailed plans and cost estimate.
