2 <br /> Perry Hills Subdivision <br /> Perry Hills Subdivision was recorded on August 27, 1965 (Plat Book 14, Page 152) (Attachment <br /> 3). Paylor Street - extension of SR 1393 - was constructed in accordance with the public road <br /> standards and regulations in place in 1965. This portion of the road has been a private road in <br /> the interim, intended to become a public road when conditions met NCDOT maintenance <br /> responsibility and ownership criteria. The single family residential subdivision is located within <br /> Orange County's zoning jurisdiction but pre-dates zoning and subdivision regulations. <br /> The petition for road addition of Paylor Street - extension of SR 1323 - includes the following <br /> road information: <br /> Road Name Length in Miles Number of Frontage Pavement/Right-of-way <br /> Lots with Houses Widths in Feet <br /> Paylor Street 0.08 4 14/60 <br /> Extension of SR 1393 <br /> Paylor Street - extension of SR 1393 - has a length of .08 mile (422 feet +/-), providing access <br /> for four (4) houses. The road has a right-of-way width of 60 feet, and a current pavement width <br /> of 14 feet. <br /> There are numerous requirements for addition of subdivision roads into the State Maintained <br /> system, including a minimum housing density standard; the clearing of all trees, uncontrolled <br /> vegetation, and any encroachments from the right-of-way; and compliance with minimum design <br /> and construction standards. North Carolina General Statute <br /> §136-62 requires that road petitions for additions to the state system be made by the BOCC. <br /> Adding this section of Paylor Street into the State Maintained Secondary Road System will be <br /> the quickest and most effective way administratively to better serve the residents of Perry Hills <br /> Subdivision. Following addition, Paylor Street extension will first be graveled as a two-lane road <br /> under the Unpaved Road Program, and will then be eligible for being paved at a future date. <br /> NCDOT will also improve the drainage ditches and pipes, and remove some trees and <br /> uncontrolled vegetation and any unauthorized encroachments. Future paving of this section of <br /> Paylor Street by NCDOT will occur with the appropriate priority under the Secondary Road <br /> Construction Program, or with some other funding source such as State Contingency Funds. <br /> As for the subdivision roads currently in the State Maintained Secondary Road System, NCDOT <br /> maintenance staff recently performed pavement repairs, and the State maintained streets in the <br /> subdivision are programmed for resurfacing in 2018. Paylor Street Extension may be included <br /> with the 2018 resurfacing. <br /> Perry Road (SR 1394) and Paylor Street (SR 1393) meet at the intersection of Shambley Road. <br /> While this technically meets NCDOT standards, NCDOT has stated that it may manipulate the <br /> State Route (SR) numbers so that they become one State Road number following addition to <br /> the State system.
