Board of Commissioners - BOCC Chair/Vice Chair Voting Process <br /> 2 The Board discussed a process for selecting the BOCC Chair and Vice Chair during the <br /> 3 Board's annual organizational meeting in December. <br /> 4 <br /> 5 BACKGROUND: <br /> 6 The Board has historically utilized paper ballots for selecting the Board Chair and Vice Chair at <br /> 7 its annual organizational meeting in December. This process consists of the Clerk to the Board <br /> 8 distributing ballots to each Commissioner to complete and sign. The Clerk then collects the <br /> 9 ballots and reads out loud the selected nominee on each ballot. The ballots are a public record <br /> 10 and are kept in the Clerk's office in the permanent agenda files. <br /> 11 <br /> 12 At the Board's November 9, 2017 work session, two options were proposed: <br /> 13 <br /> 14 Option 1: To add an additional step to the current selection process which is to have the Clerk <br /> 15 to the Board, after collecting the ballots, to not only read the nominee's name on each ballot, <br /> 16 but also read the name of the signatory on each ballot so as to make the process transparent to <br /> 17 the public attending the meeting and also to those viewers watching on the web and/or <br /> 18 television. <br /> 19 <br /> 20 Option 2: Utilize a selection process in which the current Chair requests nominations from <br /> 21 Board members for the position of Chair. The current Chair would close the nominations and <br /> 22 then solicit votes by show of hands for each nominee for Chair, with each Board member only <br /> 23 having one vote. The nominee receiving four or more votes would be elected to the position of <br /> 24 Chair. The newly-elected Chair would request nominations from Board members for the <br /> 25 position of Vice Chair. The newly-elected Chair would close the nominations and then solicit <br /> 26 votes by show of hands for each nominee, with each Board member only having one vote. The <br /> 27 nominee receiving four or more votes would be elected to the position of Vice Chair. <br /> 28 <br /> 29 Commissioner Burroughs said option #2 makes more sense to her, and if the desire is <br /> 30 for greater transparency, then a ballot seems unnecessary. <br /> 31 Commissioner Rich said she prefers option 1. <br /> 32 Commissioner McKee said he prefers option 1. <br /> 33 <br /> 34 A motion was made by Commissioner McKee, seconded by Commissioner Rich to <br /> 35 approve Option 1 which is to add an additional step to the current selection process which is to <br /> 36 have the Clerk to the Board, after collecting the ballots, to not only read the nominee's name on <br /> 37 each ballot, but also read the name of the signatory on each ballot so as to make the process <br /> 38 transparent to the public attending the meeting and also to those viewers watching on the web <br /> 39 and/or television. <br /> 40 <br /> 41 VOTE: Ayes, 6; Nays, 1 (Chair Dorosin dissenting) <br /> 42 <br /> 43 7.
