23
1 Please note as part of our floodplain management program, the Planning Department engages
2 in a public awareness campaign keeping local property owners informed of flood issues as well
3 as the various services offered by the County. This includes an annual letter sent to
4 approximately 1,900 property owners whose property is encumbered by floodplain. This is part
5 of our comprehensive floodplain management outreach program for which the County receives
6 credit under the Community Rating System (CRS) resulting in a reduction in flood insurance
7 premiums for local property owners. The elimination of the SFHA overlay district will not impact
8 or alter existing outreach efforts conducted by the Department to keep property owners aware of
9 flood issues and the various services offered to address compliance with flood regulations.
10
11 Michael Harvey made the following PowerPoint presentation:
12
13 PUBLIC HEARING
14 Zoning Atlas and UDO Text Amendments —Special Flood Hazard Area Overlay District
15 Board of County Commissioners Public Hearinci
16 November 14, 2017
17
18 Backciround
19 • In 1968 Congress created the National Flood Insurance Program (NFIP)
20 —
21 • Program provides means for property owners to financially protect themselves from the
22 possible damage of structures resulting from flood events.
23 • Supplements typical homeowner insurance policies, which do not cover damage to
24 structures resulting from a flood.
25 • Flood insurance available in participating communities.
26 • Participation involves adoption/enforcement of regulations designed to mitigate/reduce
27 flood risk.
28 • Includes adoption of Flood Insurance Rate Maps (FIRM) denoting areas susceptible to
29 flooding.
