18 <br /> 1 Commissioner McKee said he heard that the entire site would be clear-cut and stripped, <br /> 2 which he knew was inaccurate. He asked Michael Harvey if he would clarify the boundaries of <br /> 3 clearing on a site with flood plains. <br /> 4 Michael Harvey referred to a map, and said there will be a 100-foot buffer on the western <br /> 5 and southern property that is required by the UDO, and the Applicant will honor this. He pointed <br /> 6 out the stream and flood plain, both of which must have a 65-foot undisturbed, natural area <br /> 7 buffer on each side. He said there are wetland pockets and other streams that will have to be <br /> 8 buffered, and are not developable. He said there are utility lines in this area, which are not <br /> 9 developable. <br /> 10 Commissioner Rich asked if it is known who would provide emergency services to this <br /> 11 area until annexation. <br /> 12 Michael Harvey said Orange County would offer Sheriff and EMS, with mutual aid <br /> 13 agreements with the Town. He said there would be fire hydrants. <br /> 14 Commissioner Rich referred to the bike lanes, and said the OUTBoard Chair expressed <br /> 15 concerns about leaving enough easements on Old 86 frontage going forward. She suggested <br /> 16 including this topic if this project moves forward. <br /> 17 Commissioner Rich asked Michael Harvey if he could explain the Planning Board <br /> 18 process, and whether the Planning Board had enough time to thoroughly review this item. <br /> 19 Michael Harvey said the Planning Board gets its agenda one week in advance of a <br /> 20 meeting, in accordance with its policies; and there were three neighborhood meetings. <br /> 21 Jim Parker said the first neighborhood meeting was held in September 2016, with two <br /> 22 more in August 2017, and in September 2017. <br /> 23 Commissioner Marcoplos asked if the lighting plans for this project could be explained, <br /> 24 and if they are low casting lighting. <br /> 25 Michael Harvey said the lighting will have to comply with the County's current lighting <br /> 26 code, which requires fully shielded lights. <br /> 27 Commissioner Marcoplos asked to what extent energy and water efficiency can be <br /> 28 controlled. He asked if incentives or requirements could be put in place. <br /> 29 Jim Parker said the application did not have anything additional built in, but rather <br /> 30 followed the requirements of building codes. He said they would consider any suggested <br /> 31 additional provisions. <br /> 32 Commissioner Marcoplos asked if they would entertain a suggestion to add a line of <br /> 33 dense vegetative wall to help with sound and light in the south side of District I. <br /> 34 Jim Parker said this can be added to their landscaping buffer, and would work with staff <br /> 35 to create this. <br /> 36 Commissioner Price referred to the west side of District I, and asked if there is an <br /> 37 expected impact on the waters there, and all the other farmland. <br /> 38 Jim Parker said the map shows blue water bodies, which represent storm water controls. <br /> 39 He said these are non-specific, and meant as a placeholder. He said they may never exist. He <br /> 40 said the area to the west is existing floodplain. <br /> 41 Michael Harvey said these areas will have to be buffered and preserved, as required by <br /> 42 the current code, and cannot be disturbed. <br /> 43 Commissioner Price said she does not like the piecemeal approval process for these <br /> 44 different zoning districts. She asked if a true, comprehensive master plan could be created to <br /> 45 provide the BOCC and the community a fuller picture of information. <br /> 46 Michael Harvey said the BOCC has that, as consistent with the ordinances currently <br /> 47 adopted. <br /> 48 Commissioner Price said she would like a diagram. <br /> 49 Michael Harvey said the BOCC would have to revise the ordinance to require a site- <br /> 50 specific development plan. <br /> 51 Commissioner Price asked if is there any way to have a comprehensive plan to give a <br /> 52 better sense of what is going to go in, and where. <br /> 53 Michael Harvey said not under the way the ordinance is currently written. <br />
