NCDOT Petition Information for Paylor <br /> Street Extension of SR 1393 Addition <br /> in Perry Hills Subdivision <br /> PURPOSE: To make a recommendation to the North Carolina Department of Transportation <br /> (NCDOT) and the North Carolina Board of Transportation (NC BOT) concerning a petition to <br /> add the remaining section of Paylor Street in Perry Hills Subdivision to the State Maintained <br /> Secondary Road System. <br /> BACKGROUND: On January 25, following Commissioner inquiries, Planning staff requested <br /> the North Carolina Department of Transportation (NCDOT) investigate maintenance and access <br /> concerns within the Perry Hills Subdivision, as well as evaluate the eligibility and the process for <br /> having the roads not already maintained by the State accepted for maintenance. Perry Hills <br /> Subdivision is located in the western part of the County, in Cheeks Township, north of US 70 <br /> and east of Mace Road (Attachment 1). Paylor Street (State Road (SR) 1393) consists of an <br /> extended section of dirt road that has not previously been added to the State road system for <br /> maintenance. There are also a few other roads, or portions of roads, within the Subdivision that <br /> have not been accepted into the State system. A Perry Hills Subdivision road maintenance map <br /> is attached for reference (Attachment 2). <br /> This item was also discussed at the March 29, 2017 Orange County and NCDOT luncheon <br /> meeting. At this meeting, it was recommended that Paylor Street should be the most immediate <br /> focus since it would have the greatest impact given the State's requirements for acceptance and <br /> existing restricted funding. At a July 31 meeting with residents, Planning staff and NCDOT <br /> representatives in the subdivision, there was a general agreement that Paylor Street was among <br /> the top priorities to address emergency response issues. <br />
