3 <br />• The developer proposes to provide 34.88% open space. <br />• Nearly 40% of the dedicated open space consists of regulated floodplains, land with <br />slopes over 25%, and mature upland forests. <br />• Over 60% of the dedicated open space is forested, but not in a regulated floodplain or on <br />slopes over 25%. <br />• The Home Owners Association will own all of the dedicated open space, <br />Recreation Space: <br />Public Recreation Space: <br />• Chapel Hill Township District Park (per the Recreation Service Area Boundaries Map) <br />• No physical dedication is warranted because neither County Recreation has identified <br />sites nor has ERCD identified conservation sites for this area, The payment in-lieu option <br />would require the developer to pay cash in the amount of $8,190 (18 units x $455.00 per <br />unit) to Orange County, <br />Private Recreation <br />• Acreage required to be set aside: 1 J1 acres (61.12 x ,028) <br />• Applicant will provide an approximate 4,600-foot long footpath within the subdivision and <br />a total of 8.82 acres of private recreation space. <br />Certification of Adequate Public Schools (CAPS) <br />As per their letter, the Chapel Hill-Carrboro City School District has awarded a Certificate of <br />Adequate Public Schools for 18 housing units, (See attached memo dated March 6, 2006.) <br />Fire Suppression <br />Applicant will install a water withdrawal facility in Moore Pond along Deerfield Trail for the <br />purposes of a source of emergency water for fire suppression. <br />Flexible Development (Conservation-Cluster Option) <br />• Every proposed lot has afifty-foot perimeter setback buffer and every building site has at <br />least a 100••foot building buffer from the subdivision perimeter, plus additional sideyard <br />setback areas, <br />• Developer provided a landscape plan showing primary and secondary tree protection. <br />• 34.80% of the property is in common open space (40% of which is primary and 60% is <br />secondary open space. No platted lots contain primary open space, <br />Water -Sewer: <br />Individual well and septic disposal systems will serve all lots, <br />The Orange County Environmental Health Department has determined that there are 18 <br />accepfable private septic disposal fields and replacement fields. Please refer to the <br />attached letter from Alan Clapp, <br />The applicant is negotiating an agreement with OWASA to use University Lake as a water <br />source for fire suppression. (Please refer to the attached letter.) <br />Development Process, Schedule, and Action <br />Planning Board <br />• First Action: Concept Plan approved on February 1, 2006 with the following conditions: <br />1, Because of existing and projected traffic volumes on Jones Ferry Road, provide a right <br />turn deceleration lane on the north side of Jones Ferry Road to the east of the <br />entrance, <br />2, Submit a plan to address land-clearing debris handling with the preliminary plan <br />application. County regulations allow no burning of construction materials or land <br />clearing debris on-site, which are associated with subdivision activities. <br />• Second Action: The Planning Board consider approval of the preliminary plat <br />
