<br />Department of Social Services <br />2. The Department of Social Services has received $4,219 in resident donations, and <br />based on historical collections, the department anticipates receiving an additional <br />$15,000 in donated funds, all to support the Annual Toy Chest Drive in December. <br />This budget amendment provides for the receipt of these funds, and is budgeted in <br />the Adoption Enhancement Fund, outside of the General Fund. (See Attachment 1, <br />column 2) <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br />applicable to this agenda item: <br />• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br />AND INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or <br />color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br />origin or ethnic background; age; military service; disability; and familial, residential <br />or economic status. <br /> <br />The Department of Social Services manages various donation programs including Toys <br />for Tots to assure that any available programs are accessible to all low income families. <br /> <br />Visitors Bureau <br />3. The Visitors Bureau, along with the Board of Directors, has requested an <br />appropriation of $200,000 from its available unassigned fund balance for the following <br />initiatives, in conjunction with its current Plan of Action: <br />• $150,000 for marketing for initiating new campaign with new advertising agency <br />as a result of going out for bid. Transitioning to a new agency, while honoring <br />print campaigns with OUR STATE magazine and Carolina Alumni Review <br />placed under former agency, requires additional funds to be expended over <br />2017-18 original budget <br />• $50,000 for increases associated with sponsorships and support of initiatives <br />such as the Orange County Farm App. <br /> <br />This budget amendment provides for the $200,000 appropriation from the Visitors Bureau <br />Unassigned Fund Balance. The Visitors Bureau Board of Directors has a policy to <br />maintain a 15% reserve of the Visitors Bureau annual Approved Budget in Unassigned <br />Fund Balance, which for FY 2017-18 equates to $244,179. With this appropriation, <br />approximately $333,000, or 20% of the approved budget, remains in the Visitors Bureau’s <br />Unassigned Fund Balance. (See Attachment 1, column 3) <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br />applicable to this agenda item: <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and reservation of infrastructure, polices, programs and funding <br />necessary for resident to provide shelter, food, clothing and medical care for <br />themselves and their dependents. <br /> <br />The Board of Directors, an advisory board appointed by BOCC, meets monthly to study <br />trends and make recommendations. <br /> <br />2
