ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 27, 2006 <br />Action Agenda <br />Item No. Q-~ <br />SUBJECT: Animal Shelter Facil <br />DEPARTMENT: Purchasing and Central <br />Services <br />Over Summer Break <br />PUBLIC HEARING: (Y/N) <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Pam Jones, (919) 245-2652 <br />No <br />PURPOSE: To consider authorizing staff to proceed with architect selection and other <br />associated activities that may be identified to expedite the development of the new Animal <br />Shelter, to be sited on Eubanks Road, Chapel Hill; and to request that the Chair be authorized <br />to sign a letter requesting expedited review by the Town of Chapel bill for this project; and to <br />designate two County Commissioners to serve on the panel that will select the project architect; <br />and to direct the Clerk to present candidates for appointment to the project design committee <br />on August 22, 2006. <br />BACKGROUND: The County has recently been advised by the University that remediation of <br />the University's hazardous waste landfill may begin as early as the fall 2007. If the current <br />Animal Shelter falls within a specified zone, then the Shelter must be relocated prior to <br />remediation efforts beginning. The University s consultants will soon provide additional <br />information regarding the remediation efforts, including the proposed schedule and the defined <br />safe zone that will affect the ability of the Shelter to operate at its current location. <br />This potential turn of events significantly reduces the three-year timeframe that was anticipated <br />for the development of the new Shelter, It is therefore requested that the Board appoint two <br />Commissioners to serve with County staff and management on an architect selection panel <br />over the summer, Contract and programming work would commence in .July, with the Board <br />asked to ratify the recommendation in August. <br />In addition, the Board will also be asked in August to appoint members of a design group that <br />will work with the architect and staff to shape the design of the new facility. <br />FINANCIAL IMPACT: Funds are available in the 2006-2016 Capital Investment Plan to support <br />the architect fees for the project. <br />
