 <br />IntheircommentsontheDraftEnvironmentalImpactStatement(DEIS),boththeCityofDurham <br />andtheDurhamCountyBoardofCommissionersrequestedthatGoTrianglecarefullyevaluate <br />thefeasibilityofaCityCenterStationbetweenBlackwellandMangumStreetsalongPettigrew <br />Streetduringtheproject’sEngineeringPhase.Inresponsetothesecomments,intheCombined <br />FEIS/ROD,GoTrianglecommittedtocontinuingitsworkwithDurhamtoevaluatethefeasibility <br />ofaCityCenterStationduringtheEngineeringPhase.Withareductioninplatformlengthmade <br />possiblebyamovetotwoͲcarplatforms,GoTriangledeterminedthatastationplatformcould <br />feasiblyfitbetweenBlackwellandMangumStreets.Asaresultofreducingtheplatformlength, <br />theareabetweenBlackwellandMangumstreetscouldaccommodateastationplatformwithout <br />resultinginapotentialimpactontheBullDurhambuilding. <br /> <br />ThepurposeoftheproposedBlackwell/MangumStreetStationistooffermoredirectaccessto <br />thecitycenterofdowntownDurhamandeventͲbaseddestinationsinandaroundtheAmerican <br />Tobaccocampus,includingtheDurhamPerformingArtsCenterandDurhamBullsAthleticPark. <br /> <br />Ifthefourboardsapprovethisrefinement,GoTrianglestaffwillsubmitanenvironmentalreͲ <br />evaluationtotheFTAtocomparetheenvironmentaleffectsoftheproposedrefinementtothe <br />effectspreviouslydisclosedintheDraftEnvironmentalImpactStatement(DEIS)anddetermine <br />ifthecommitmentsoutlinedintheAmendedRecordofDecisionmitigatetheeffects.FTAwill <br />thendetermineifadditionalenvironmentaldocumentationisneeded(e.g.,NCCUSupplemental <br />EnvironmentalAssessment)oriftheexistingenvironmentaldocumentationissufficient. <br /> <br />FinancialImpact <br />Thecostestimatefortheproposedchangeisapproximately$2.5millionYearofExpenditure <br />(YOE)morethanthebaselinedesign. <br /> <br />AspartofFTAͲrequiredcostmanagementpractices,changestothebasecostestimate(both <br />savingsandincreases)associatedwithchangesintheprojectdesignaretrackedthroughout <br />Engineeringandconsideredtogether.Althoughtheoverallprojectbudgetissetatentryinto <br />Engineeringat$2.476billion,itistypicaltoshiftexpendituresbetweenFTAcostcategoriesto <br />meettheneedsoftheproject.Inotherwords,savingsinoneareacancoveradditional <br />expendituresinanotherarea.Thisallowstheagencyandtheprojectteamtousethefinaldesign <br />processtobetteralignspendingwithgoalsandvalues. <br /> <br />Attachments <br />x MapshowingtheproposedlocationfortheBlackwell/MangumStreetStation. <br /> <br />StaffContact <br />x DannyRogers,919Ͳ485Ͳ7579,drogers@gotriangle.org <br />Page 5 of 25 <br />5
