Draft 2045 MTP Preferred Option <br /> <br /> <br /> <br />INFORMATION CONTACT: (919) <br />Nishith Trivedi, Transportation Planner, <br />245-2582 <br />Tom Altieri, Comprehensive Planning <br />Supervisor, 245-2579 <br />Craig Benedict, Planning Director, 245- <br />2592 <br />Theo Letman, OPT Transit Director, 245- <br />2007 <br /> <br />PURPOSE: To receive a presentation on the 2045 Metropolitan Transportation Plan (MTP) <br />Preferred Option presentation from Orange County Transportation Planning staff and offer any <br />comments in conjunction with the OUTBoard’s November 15, 2017 comments. <br /> <br />BACKGROUND: The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, <br />(DCHC MPO) which is responsible for long range transportation planning for Durham County <br />and parts of Orange and Chatham Counties, is updating its MTP. The 2045 MTP is a federally <br />required, financially constrained, plan that recommends major transportation projects, policies <br />and strategies designed to maintain existing transportation systems and address the region’s <br />future travel needs. Projects must be in the 2045 MTP to receive any state and federal <br />transportation funding through the State Transportation Improvement Program (STIP). <br /> <br />The Board of County Commissioners (BOCC) did not receive a presentation from Orange <br />County Transportation Planning staff at this stage of the 2040 MTP planning process. Staff is <br />providing this presentation now primarily as information but also to find opportunity for Board <br />comments. Any comments received will be communicated to the MPO Board for its <br />consideration. Commissioner Barry Jacobs is Orange County’s representative on the MPO <br />Board with Commissioner Penny Rich as the alternate. <br /> <br />On October 3, 2017 the BOCC endorsed the Orange Unified Transportation Board (OUTBoard) <br />comments on the Alternatives Analysis and submitted to the DCHC MPO Board. The MPO <br />included these comments along with others and drafted the Preferred Option. The MPO <br />Technical Committee released the 2045 MTP Preferred Option for a 42-day public comment <br />period on October 25, 2017. The MPO Board also conducted a public hearing on the preferred <br />option on November 8, 2017. The preferred option is a 35 page document (Attachment 4). <br />Orange County Transportation Planning Staff has reviewed the Preferred Option and has <br />provided Attachment 2 as a summary of key Orange County information. <br /> <br />1
