The four firms invited to interview were Site Solutions of Charlotte; MANA/Burger/Kempinski of <br />Hillsborough; Susan Hatchell/Corley, Redfoot and Zack of Raleigh/Chapel Hill; and Coulter <br />Jewell Thames of Durham, All interviews were conducted on Monday, June 5. <br />After interviewing the four firms, the Project Team recommended that Coulter Jewell Thames <br />(CJT) be selected to conduct the two projects. CJT has, within their firm, two areas of specific <br />expertise: landscape architecture and civil engineering, The Landscape Architecture group, <br />headed by Dan Jewell, President of CJT, would carry out this project, Staff highlighted on the <br />attached organizational chart would carry out the work. In addition, ERCD's Mara Beth Carr, <br />who is also a licensed landscape architect, would provide primary project management to <br />ensure this phase of development is carried out in a timely and quality manner. <br />Knowledge of and experience with the Town of Carrboro's Conditional Use Permit Process was <br />a strong consideration in the selection recommendation. Dan .Jewell has over the past 20 years <br />successfully obtained or is presently working to obtain Conditional Use Permits in Carrboro for <br />such projects as: Lake Hogan Farms (various phases since 1994), Harmony Farms and 300 <br />East Main Street project in Downtown Carrboro, <br />In addition to Mr. Jewell, Mr, Steven Bailey, P,E., who will serve as the lead designer for the <br />Twin Creeks District Park, has gained extensive knowledge with the Conditional Use Permit <br />process while working with developers on the Lake Hogan Farms and Jones Property <br />Subdivision in Carrboro, These subdivisions are located near the Twin Creeks District Park, <br />Mr. Bailey has gained extensive knowledge of utilities, storm drainage and roads in this area <br />and the process that will be required to extend utilities, storm drainage and roads into and <br />around the Twin Creeks District Park, This knowledge will directly benefit the work to be carried <br />out under the proposed contract. <br />Assuming a June 27, 2006 approval date, the contract work would begin during the summer. <br />FINANCIAL IMPACT: The negotiated price of the services to be conducted for Northern Park <br />is a maximum of $105,000($8,000 constitutes additional services far which need will be <br />determined as the project progresses), and for Twin Creeks (Phase 1) a maximum of $219,500 <br />($59,500 constitutes additional services for which need will be determined as the project <br />progresses), A cost proposal outlining mare specifically the services to be provided is attached <br />to this abstract, Funding from the 2001 Parks and Qpen Space Bond is appropriated in <br />previous budgets for this work, including $1,200,000 for Northern Park and $1,850,000 for Twin <br />Creeks, Phase 1, <br />RECOMMENDATION(S): The Manager recommends that the Board approve the contract with <br />Coulter Jewell Thames as cited herein; and authorize the Chair to sign on behalf of the Board, <br />subject to final review by staff and the County Attorney, <br />
