ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 27, 2006 <br />Action Agenda <br />Item No. q - ~ <br />SUBJECT: Contract with Coulter .Jewell Thames for Engineering and Design Services for <br />Northern Park and Twin Creeks Park (Phase 1) <br />DEPARTMENT: Purchasing, ERCD, Recreation PUBLIC HEARING: (Y/N) No <br />& Parks <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pam Jones, 245-2650 <br />Cost Proposal David Stancil, 245-2590 <br />Organization Chart Lori Taft, 245-2660 <br />Marabeth Carr. 960-3880 <br />PURPOSE: To consider authorizing the Chair to execute a contract with Coulter .Jewell <br />Thames (CJT) for park pre-construction design and engineering services to secure permits, <br />conduct engineering work, and create construction drawings and specifications for bid <br />documents for Northern Park and Twin Creeks Park (Phase 1). <br />BACKGROUND: During 2005, the Board considered and approved master plans for two new <br />parks that would be constructed using proceeds from the voter~approved 2001 Parks and Open <br />Space Bond -Northern Park on NC 86 North (adjoining the Northern Human Services Center) <br />and Twin Creeks Park (Phase 1) on Old 86 north of Carrboro. <br />As both projects were at a similar phase of pre-construction, staff proposed in early 2006 to <br />solicit proposals from firms to conduct the needed permit approvals, engineering work and other <br />actions to create construction drawings and construction bid documents for the two parks <br />simultaneously, The concept of using one firm to perform the work for both projects was <br />proposed to simplify administration of the projects, and ptarsue potential cost savings, <br />In May 2006, a Request for Proposal was conveyed to professional engineering and design <br />firms to solicit interest, Six firms responded with proposals, and a Project Design Team was <br />convened to interview four firms, The Project Design Team included Chair Barry Jacobs, Twin <br />Creeks master plan committee member and Planning Board Ghair .lay Bryan, Northern Park <br />Master Plan participant Hattie Vanhaok, and staff members Pam Jones, Lori Taft, David Stancil <br />and Marabeth Carr. Carrboro Mayor Mark Chilton was invited to participate but was unable to <br />attend, <br />
