2 <br /> An Application Review Committee consisting of the Deputy County Manager, Asset <br /> Management Director, Planning and Inspections Director, Housing, Human Rights and <br /> Community Development Director, and one member each from the Affordable Housing Advisory <br /> Board and Orange County Housing Authority reviewed the applications using the criteria <br /> approved by the Board of County Commissioners. The Application Review Committee had <br /> additional questions and sent each of the responsive respondents an email detailing those <br /> questions. It was during this segment of the review process that the Center for Homeownership <br /> chose to withdraw its application. <br /> The Application Review Committee is recommending the following entity be awarded the <br /> requested parcel as identified below: <br /> RESPONDENT PARCEL <br /> Habitat of Orange County 09865516149 <br /> The County acquired the parcel at public auction in April 1977 with the formal transfer and deed <br /> being recorded in May 1977. The parcel is .95 of an acre - see Attachment 2. <br /> In addition, the Application Review Committee recommends, in light of the need in the <br /> community for overall revitalization, as well as the respondent's need for leveraged monetary <br /> assistance to install the needed infrastructure, that the Board of County Commissioners approve <br /> the additional request of $90,000 contingent upon submittal and County staff's approval of <br /> Habitat's detailed plan and final cost estimate and that funding, if approved, be paid in <br /> incremental draws after Habitat utilizes its identified available funds on hand. If approved, the <br /> funds would be paid from the $2 million Affordable Housing/Land Bank Set-Aside in the Capital <br /> Investment Plan. <br /> If this request for proposal award is approved, the remaining nine (9) parcels of surplus property <br /> will be available for the 2018 RFP cycle. <br /> FINANCIAL IMPACT: No negative financial impact is associated with the awarding of the <br /> surplus property. However, if the Board of County Commissioners approves the request for <br /> additional leveraged financial resources, there would be an outlay of $90,000 or less depending <br /> on the final detailed plan and cost estimate for the installation of needed infrastructure. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this agenda item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br /> ethnic background; age; military service; disability; and familial, residential or economic <br /> status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br />
