zs <br />• In-depth real estate market analyses for all receiving areas, which would <br />include growth potential and higher density efficacy, <br />• Planning Board and other boards, commissions, and steering committee <br />work sessions to establish program design criteria, based an compatibility <br />with existing planning and preservation programs or initiatives and <br />compatibility with TDR program goals and objectives, <br />• TDR Task Force provides input into selection of administrative design <br />criteria, based on the TDR Feasibility Study recommendations and <br />compatibility with adopted TDR goals and objectives, <br />• Recommendations will be made in consultation with Planning Staff and <br />the Task Force on the wording of specific administrative design criteria, <br />and <br />• Key stakeholder interviews with large landowners, realtors, and land <br />developers to determine how best to encourage their participation in the <br />program.. <br />Finalize Draft TDR Plan will use the following process: <br />• Staff to schedule the draft plan at a Joint Quarterly Public Hearing, <br />• BOCC referral to Planning Board, <br />• Referral to other appropriate boards and commissions, <br />• Comprehensive recommendation brought back to BOCC for consideration <br />and adoption. <br />Ordinance Development (May be simultaneous with Plan Adoption) <br />• Draft ordinance language, based on selected administrative design criteria <br />and selected evaluation measures. <br />• Circulate draft language to key county staff far review and comment. <br />• Present ordinance outline and key concepts to BOCC at one or more work <br />sessions. <br />Public Awareness and Public Input <br />• Enhance the existing TDR Public Engagement Plan <br />• Make informational materials readily available to reach as many residents <br />and business through the Cooperative Extension Service, rural civic <br />organizations and churches, the newspapers, the county website, and the <br />like,. <br />• Provide multiple means for the public and property owners to give <br />feedback. <br />• Conduct public and neighborhood meetings to familiarize key stakeholders <br />with the practical aspects of the program, <br />
