Repair and/or Replacement Program Component (Short Term) <br /> "lu ut in 14uwuni , u u u"uuiu l iip° Oiiirtnuir wilth u,II:iiuu uu " * Fri, Milli I uni u,mason a ui:.�� <br /> Background <br /> • As the recent mobile home park survey indicates, many of the mobile homes were built in the <br /> 1990s and are in need of repair. An overwhelming number of the low income residents <br /> occupying these units do not have the funds necessary to repair their mobile homes. In <br /> addition, some mobile homes given their condition cannot be repaired. Therefore, due to the <br /> condition of the aging mobile homes and cost of needed repairs, low income individuals and <br /> families are in threat of displacement. <br /> Recommendation <br /> • The second recommendation from the Working Group is to establish a repair and/or <br /> replacement program component for mobile home residents within the County's existing <br /> Single-Family Rehabilitation and Urgent Repair Programs capitalized with local funds only. <br /> Presently,assistance for mobile home repair is only available under the County's Urgent <br /> Repair Program for persons who own their homes, as well as the land. In addition,there is no <br /> provision for the replacement of a substandard mobile home under the Single-Family Housing <br /> Rehabilitation Program.This program does not address mobile homes at all. The proposed <br /> assistance would be available to individuals occupying a mobile home,whether rental or <br /> owner-occupied. <br /> o This recommendation focuses on providing assistance to address maintenance and repairs <br /> specifically for low income individuals and families owning and/or occupying a mobile home. <br /> Assistance would be in the form of grants, forgivable loans, as well as low-interest loans. <br /> The registered owner of the mobile home must enter into an agreement with the County. <br /> Replacement activities would be undertaken when the unit cannot be repaired or the cost <br /> of repair exceeds the after-rehab value of the unit. <br /> Outcome <br /> • Displacement would be mitigated and the preservation of affordable housing units would be <br /> achieved. The quality of life for low income individuals and families would be enhanced. <br /> If the Board of County Commissioners endorses the recommendations, staff will proceed with revising <br /> the programmatic guidelines and implementing a repair and/or replacement program component for <br /> residents occupying a mobile home within the County's existing Single-Family Rehabilitation and <br /> Urgent Repair Programs. <br /> ✓ Mitigate Displacement ✓ Preserve Existing Stock Increase Supply <br />
