Meetings shall not be open to <br /> the public. <br /> 1.9.5 Reports <br /> The Develo•• -nt Advisory Committee shall prepare its report on a prop. -d amendment, <br /> Spe Ise permit, rezoning, Conditional Districts, or subdivision on the basis • e petition, if <br /> y, and supporting documentation as well as any public plans, studies, or data for in . ion <br /> within the official review file of the given project. <br /> SECTION 1.10: FLOODPLAIN ADMINISTRATOR <br /> 1.10.1 Designation <br /> The Planning Director shall be referred to as the"Floodplain Administrator" when administering <br /> aspects of this Ordinance related to the Special Flood Hazard Area (SFHA). The Floodplain <br /> Administrator shall hereby be appointed to administer and implement the provisions of this <br /> Ordinance relating to the development and enforcement of various provisions associated with: <br /> (A) Special Flood Hazard Area Overlay DistrictFlood damage prevention regulations, and <br /> (B) State and Federal regulations concerning floodplain development. <br /> 1.10.2 Duties and Responsibilities <br /> Duties of the Floodplain Administrator shall include, but not be limited to: <br /> (A) Review all floodplain development applications and issue permits for all proposed <br /> development within flood prone areasSFHA to ensure that the requirements of this <br /> Ordinance, as well as applicable state and federal regulations,5 have been satisfied. <br /> (B) Advise permittee that additional Federal or State permits (i.e., Wetlands, Section 404 of <br /> the Federal Water Pollution Control Act Amendments of 1972 6Erosion and <br /> Sedimentation Control, Riparian Buffers, Mining, Stormwater, etc.) may be required, and <br /> if specific Federal or State permits are known, require that copies of such permits be <br /> provided and maintained on file with the floodplain development permit. <br /> (C) Notify adjacent communities and the North Carolina Department of Crime Control and <br /> Public Safety, Division of Emergency Management, State Coordinator for the National <br /> Flood Insurance Program (NFIP), prior to any alteration or relocation of a watercourse, <br /> and submit evidence of such notification to the Federal Emergency Management Agency <br /> LFEMA1. <br /> (D) Ensure that maintenance is provided within the altered or relocated portion of said <br /> watercourse so that the flood-carrying capacity is not diminished. <br /> (E) Prevent encroachments within floodways and non-encroachment areas unless the <br /> certification and flood hazard reduction provisions comply with this Ordinance. <br /> 5 There is language throughout the revised FEMA minimum model flood ordinance requiring local jurisdictions <br /> ensure applicable state and federal regulations are adhered to when processing a request for development within <br /> the SFHA. Staff is revising existing language to ensure this requirement is referenced in the duties of the County <br /> Floodplain Administrator. <br /> 6 The FEMA minimum model flood ordinance contains references to the Federal Water Pollution Control Act.
