ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 27, 2006 <br />Action Agenda <br />Item No. ~_ <br />SUBJECT: Freedom House CJPP Contract Revision <br />DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Amended Contract: -Freedom House Sharron Hinton, 245-2302 <br />Recovery Center Trish Vandersea, 245-2217 <br />PURPOSE: To amend the Criminal .)ustice Partnership Program (CJPP) contract with Freedom <br />House Recovery Center. <br />BACKGROUND: At the December 13, 2005 BOCC meeting, the Board approved the contract <br />far Freedom House ($55,102) for services to clients eligible for CJPP dollars. These grant funds <br />are designed to assist adult offenders sentenced to intermediate sanctions. ACJPP•-eligible <br />intermediate punishment offender is defined as an adult offender convicted of a misdemeanor or <br />a felony offense who received anon-incarcerative sentence of an intermediate punishment or <br />who is serving a term of past-release supervision after completing an active sentence of <br />imprisonment. <br />Due to the reduction of CJPP dollars eligible to fund the pre-trial program for FY 2005-06, <br />$35,865 has not been spent during this fiscal year. Instead of returning these unspent dollars to <br />the state funding agency, NC Department of Correction, the County has the opportunity to <br />transfer said dollars to another contract agency, Freedom House. As the grant dollars are <br />itemized within our contractual services line item, only an amendment is required. <br />The contract far Freedom House is to provide intensive outpatient treatment services. Not only <br />has this agency provided services as specified in their contract, but it has also exceeded the <br />eligible amount of reimbursement for service delivery. As of February 28, 2006, Freedom <br />House provided 1505 days of service for 35 individuals totaling $160,242..70. Of this amount, <br />$105,140 exceeded the dollars available within the current contract. <br />In addition to this reallocation of dollars (from pre-trial services), the NC Department of <br />Correction had discretionary funds available for reallocation. Orange County applied on behalf <br />of Freedom House and received an additional $3,750 far services.. <br />
