60 <br /> 09/21/17 Page 2 of 2 <br /> Memo to Current Planning EC/Stormwater Comments — Settlers Point MPCZ <br /> EROSION & SEDIMENTATION CONTROL / STORMWATER MANAGEMENT <br /> COMMENTS: <br /> The project will have to comply with the provisions of Section(s) 6.14 Stormwater <br /> Management and 6.15 Soil Erosion and Sedimentation Control of the Orange County <br /> Unified Development Ordinance (UDO), as proposed. <br /> According to the application, Settlers Point will be a mixed use development project, <br /> including light industrial / manufacturing and research, commercial and residential. All <br /> parcels, with exception of the most southeasterly boundary of the proposed residential <br /> "District 3" parcels, lie within the Lower Eno Protected Watershed. That most <br /> southeasterly boundary along West Scarlett Mountain Road flirts with the Jordan Lake <br /> Unprotected Watershed. Both of those watersheds have the same land disturbance <br /> thresholds, as follows: <br /> • 20,000 SF —An Erosion Control Plan is required <br /> • A Stormwater Management Plan is required if cumulative proposed disturbed <br /> area exceeds... <br /> > 12,000 SF for multi-family residential development, or a commercial, industrial <br /> or institutional facility <br /> > 21 ,780 SF for single family or duplex residential development or recreational <br /> facility. <br /> Having reviewed the subject project, Erosion & Sedimentation Control / Stormwater staff <br /> members understand this project must proceed through certain discretionary actions in <br /> order to determine functional and economic viability, prior to the developers investing in <br /> more detailed design and subsequent jurisdictional submittals for compliance reviews <br /> and permits. <br /> This being stated, we find no fundamental objections to this project moving forward <br /> through this discretionary approval. <br /> S:\5_Erosion Control and Water Quality\Correspondence\HWF\DAC\SettlersPointMPD-CZ\HWF-OC-E&SC-SM_Memo(SettlersPointMPD-CZ)092117.doc <br />
