Include a reference on Exhibit 3 to the provision of proposed park and ride <br /> parking spaces as detailed in Section 3-2 Alternative Transportation of the <br /> narrative (page 33). <br /> g. Staff recommends the placement of a sidewalk running parallel with NC <br /> Highway 86 for District(s) 2 and 3. This sidewalk will have to be maintained <br /> by the developer in perpetuity and potentially require an encroachment <br /> agreement with the NC Department of Transportation. <br /> h. Revise the narrative and applicable exhibit(s)to identify the phasing of on and <br /> off-site transportation improvements required for the Project. The narrative <br /> will need to include a clear explanation of the anticipated schedule for the <br /> commencement of development activities associated with each required <br /> improvement. <br /> VIII. UTILITIES: <br /> a. Staff recommends Exhibit 4 be modified to include anticipated location(s) for <br /> fire hydrants. <br /> Further staff recommends the modification of the narrative to contain a <br /> condition indicating final hydrant location shall be review and approved by <br /> the Town and County Fire Marshal's offices as part of the typical site plan <br /> review process. <br /> b. As you are already ware there is a local agreement between the Town of <br /> Hillsborough and Orange County concerning provision of utility services. <br /> Information contained within the narrative and Exhibit 4 appears to be <br /> inconsistent with this agreement. <br /> The County will be installing a sewer line towards District 1 under Intestate <br /> 40 (I-40). As the Project is developed, staff is of the opinion a request will <br /> have to be formally submitted and processed by the Town of Hillsborough <br /> requesting extension of sewer lines serving different development districts as <br /> defined within the Project. <br /> Staff is requesting utility lines denoted on Exhibit 4 be detailed using different <br /> colors to differentiate those portions of the project already supporting by the <br /> existing utility services agreement, which will require additional review and <br /> action. <br /> Staff recommends the modification of the narrative to contain a condition that <br /> extension of sewer service to District(s) 2 and 3 has to be approved by the <br /> Town of Hillsborough prior to the submittal of any development <br /> application(s). Further staff recommends the inclusion of language within the <br /> narrative outlining the provision of water and wastewater treatment services in <br /> the event public water/sewer cannot be extended. <br /> c. If the project is not proposing to utilize a reclaimed water system, add a note <br /> on Exhibit 4 indicating same. <br /> d. Provide note(s) on Exhibit 4 on the anticipated location of other utilities (i.e. <br /> electric, gas, cable,telephone, etc.). <br />
