15 <br /> While there is concern about allowing the aforementioned land use within this area, staff <br /> recommends a condition be imposed indicating that such a development shall abide by <br /> the development standards detailed within Section 5.8.4 of the UDO and obtain approval <br /> of a Class A Special Use Permit application prior to the commencement of earth <br /> disturbing activity. <br /> Neighborhood Information Meeting: A neighborhood information meeting for the project was <br /> held on September 14, 2017 in accordance with Section 2.9.2 (D) of the UDO. Notes from the <br /> meeting can be found within Attachment 7. <br /> Notification Requirements: Per Sections 2.9.2 of the UDO, staff has caused a notice of this <br /> hearing to be published: `as least twice in a newspaper of public circulation in the County for <br /> two (2) successive weeks: ' no less than ten (10) days nor more than twenty-five (25) days' <br /> before the public hearing. The legal ad was published accordingly. <br /> On October 24, 2017 staff sent written notice(s) to all adjacent property owners located within <br /> 1,000 feet of the subject property as required by Section 2.8.7 of the UDO. On October 30, <br /> 2017 staff posted sign(s) on the properties subject to the application providing notice of the date, <br /> time, and location of the public hearing. Attachment 12 contains the Notification and <br /> Certification of Mailing. <br /> Planning Board Recommendation: At its October 4, 2017 regular meeting nine Board members, <br /> with one member abstaining, voted to recommended approval of the project to include the <br /> following additional conditions: <br /> a. All site plan applications shall include documentation from the Town of Hillsborough <br /> indicating there is sufficient water/sewer capacity to serve the proposed project. <br /> STAFF COMMENT: The applicant has agreed to this condition. <br /> b. All site plans shall be reviewed not only by County and Town Fire Marshals but also by <br /> representatives of the Orange Rural Volunteer Fire Department to approve location of <br /> roadways, fire lanes, fire hydrants, etc. <br /> STAFF COMMENT: The applicant objects to this condition as recommended. <br /> While they are not concerned with having Orange Rural Volunteer Fire <br /> Department reviewing and providing comments on development proposals, <br /> ultimate approval should remain with the appropriate County and Town officials. <br /> Staff recommends the imposition of a condition allowing for the Orange Rural <br /> Volunteer Fire Department to review and provide comments as part of the <br /> Development Advisory Committee (DAC) review process. <br /> c. Eliminate a provision that would allow the development of irrigation wells within the <br /> Project. <br /> STAFF COMMENT: The applicant recommended the elimination of this provision <br /> during the meeting to address a local resident's concern over potential impacts to <br /> wells in the area. <br /> Planning Director's Recommendation: The Planning Director recommends approval of the: <br /> 1. Statement of Consistency indicating the zoning atlas amendment(s) for the impacted <br /> property are reasonable and in the public interest as contained in Attachment 10, <br />
