14 <br /> 1. The application has been deemed complete in accordance with the submittal <br /> requirements of Section 2.9.2 (C) of the UDO. <br /> 2. The proposal appears consistent with the various goals outlined within the <br /> Comprehensive Plan concerning development, including: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and <br /> designation of future land uses, with availability of County services and facilities <br /> sufficient to meet the needs of Orange County's population and economy <br /> consistent with other Comprehensive Plan element goals and objectives. <br /> b. Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> conditions and features and that protect natural resources, cultural resources, and <br /> community character. <br /> c. Land Use Goal 3: A variety of land uses that are coordinated within a program <br /> and pattern that limits sprawl, preserves community and rural character, minimizes <br /> land use conflicts, supported by an efficient and balanced transportation system. <br /> 3. The applicant has provided a basic environmental assessment as part of this submittal. <br /> Staff has reviewed and determined there ought to be no significant environmental impact <br /> from this project based on existing conditions. <br /> Staff is recommending the imposition of a condition as part of the approval of this project <br /> that a formal environmental impact statement (EIS) be prepared for all site plan <br /> submittals as detailed in Section 6.16 of the UDO. <br /> The applicant has agreed to the imposition of this condition. <br /> 4. The proposed development appears consistent with existing and anticipated <br /> development within the area and the various land uses associated with the project are <br /> compatible. <br /> 5. Staff has determined the proposed land uses within District(s) 1 and 2 correspond to <br /> existing allowable land uses or are consistent with anticipated modifications of the Table <br /> of Permitted Uses to be reviewed at a future public hearing. <br /> STAFF COMMENT: Staff received direction from the Board of County <br /> Commissioners to expand allowable land uses within the EDH-5 general use <br /> zoning district to accommodate additional industrial and research land uses. <br /> The applicant based their proposal on these recommendation(s). <br /> 6. The applicant has proposed to allow for the development of a School elementary, <br /> secondary, and high school land use as a permitted use of property within the project. <br /> Section 5.2.2 Table of Permitted Uses Economic Development Districts would allow for a <br /> School elementary, secondary, and high school land use to be developed within: <br /> a. Economic Development Buckhorn Low and High Intensity (EDB-1 and EDB-2) with <br /> the review and approval of Class A Special Use Permit, and <br /> b. Economic Development Eno Low Intensity (EDE-1) as a permitted use (i.e. subject <br /> to staff review and approval of a site plan application only). <br /> Currently a School elementary, secondary, and high school land uses are not a permitted <br /> within the various Economic Development Hillsborough general use zoning districts (i.e. <br /> EDH-1, EDH-2, EDH-3, EDH-4, and EDH-5). <br />
