The document <br />further states that a large <br />slave cemetery is "supposedly <br />situated on nearby hillside.. <br />This slave cemetery could be <br />located on the site. it should <br />be noted that as a part of the <br />Environmental Assessment <br />process, sites must be <br />identified and impacts <br />mitigated. <br />E. RELEVANT POLICIES AND INITIATIVES <br />Although not required by the Zoning Ordinance or Comprehensive <br />Plan, it is useful to evaluate current policy - making initiatives <br />relevant to this proposal. Three such areas are listed below: <br />1. Water and Seater Policy <br />The County Water and Sewer Policy and the Comprehensive Plan are <br />consistent in requiring the designation of "Transition" for most <br />areas receiving water /sewer service. This project, at least in the <br />interim period, would be in "Ten --Year Transition" and therefore <br />eligible for Town water and sewer service. <br />The applicants have secured a letter from the Town of Hillsborough <br />which states that the Town has the capacity to provide the proposed <br />development with water and sewer service. In addition, The Town of <br />Hillsborough entered into an agreement with the City of Durham in <br />1991 whereby Durham will provide water to Hillsborough via the new <br />water pipeline at a reduced rate during "emergency situations ". The <br />wording of the agreement is such that water may be obtained in <br />other than emergency situations, but the Town must pay the full <br />rate rather than a reduced rate for such service. <br />Z. Hillsborough Cooperative Planning Agreement <br />The Cooperative Planning Agreement was adopted by Orange County and <br />the Town of Hillsborough on October 14, 1991. The agreement <br />identifies two categories of land surrounding the current Town <br />jurisdiction, Transition Area and Open Space Area. The text of the <br />9 <br />9 <br />
