Strayhorn Hills subdivision, an existing residential <br />development located in Ten -Year Transition, along a 750 <br />foot boundary with the Norfolk and Southern Railroad. <br />Additional Information <br />Article 20.3.2 also requires the submission of the following <br />additional information: <br />a. "A fully- dimensioned map at a scale of not less than one <br />hundred (100 ) feet to the inch showing the land which <br />would be covered by the proposed Comprehensive Plan <br />amendment, and a legal description of the land." <br />A site plan map at a scale of one inch to two hundred <br />(200) feet has been submitted in lieu of the map <br />specified above. A Conceptual Land use Plan Map has also <br />been submitted at the same scale. Both maps show detail <br />beyond that needed for a plan amendment proposal. <br />b. "The manner in which the proposed amendment will carry <br />out the intent and purpose of the adopted Comprehensive <br />Plan." <br />The applicants state that the creation of "Ten -Year <br />Transition" on this site will allow them to pursue plans <br />for a Rural Village on this site, which would be <br />consistent with the intent and purpose of the Plan. The <br />applicants cite their plans for a project that will <br />"retain large amounts of open space, with development <br />concentrated in smaller areas of higher density... avoid <br />urban sprawl and the conservation of the rural <br />flavor...[and provide] a reduction in the number of off - <br />site auto trips by residents." The applicants further <br />contend that the ultimate project will create jobs, <br />provide housing and stimulate local businesses, thereby <br />contributing to the prosperity of Orange County. <br />Additionally, the applicants note that the planned <br />championship golf course will be available to the public, <br />and that a 25-acre park site will be donated to the <br />County which could serve as a proposed "Community <br />Park" on the Master Recreation and Parks Plan. <br />The applicants also propose to provide a site for a <br />"green -box" recycling center an part of the project. <br />Finally, the applicants cite their plans to provide <br />affordable housing a part of the planned "complete <br />community" an a means of meeting the intent and purpose <br />of the plan. Housing units are proposed to range from <br />5 <br />21 <br />
