If the project receives approval, final plats for each phase <br />must be recorded and all conditions of approval must be <br />complied with. Approvals at this stage are handled by the <br />County staff and attorney, and appropriate State and local <br />agencies. <br />C. APPLICATION „REQUIREMENTS <br />Application requirements for an amendment to the Comprehensive Plan <br />are contained in Articles 2 and 20 of the Zoning Ordinance. Listed <br />below are the requirements, followed by staff analysis of <br />information provided by the applicants (shown in bold). <br />Amendment Rationale <br />Article 2.2.14 states the reasons for which the Comprehensive <br />Plan may be amended: <br />a. "Because of changed or changing conditions in a <br />particular area of the County.” <br />The applicant cites the window of opportunity currently <br />open to allow a master- planned, neo- traditional <br />community on this site. Timing for land options (due to <br />expire at the end of 1992) that affect the feasibility of <br />the project are also cited. The applicant further cites <br />the Rural Character Study as a potential catalyst for <br />changing standards in this portion of the County. <br />The advent of cooperative planning between the Town of <br />Hillsborough and Orange County in this area is not cited <br />by the applicant, but this "changing condition" is very <br />relevant to the nature of land uses in the areas <br />surrounding Hillsborough.
