MEMORANDUM <br />TO: Orange County Board of Commissioners <br />Orange County Planning Board <br />John Link, County Manager <br />FROM: Orange County Planning Staff <br />DATE: August 18, 1992 <br />SUBJECT: CP -1 -92 University Station <br />Analysis of Proposed Comprehensive Plan Amendment <br />191 <br />On April 7, a petition for amendment to the Land Use Element of the <br />Comprehensive Plan was submitted by The Amerivest /Kenan /Cogswell <br />Group. On the following pages, the proposed amendment is evaluated <br />in accordance with Articles 2 and 20 of the Zoning Ordinance. <br />A. GENERAL DESCRIPTION <br />The site in question is located in southern Eno and northern Chapel <br />Hill Townships at the intersection of Old NC 10 and New Hope Church <br />Road. The site is bisected by Old NC 10 and lies south of the main <br />Norfolk and Southern Railway line. The site contains 14 parcels of <br />land, referenced as lots 20 and 20A of Eno Township Tax Map 27; <br />lots 47 and 48 of Eno Township Tax Map 26; lots 7, 12, 13, 13A, <br />13B, and 13C of Chapel Hill Township Tax Map 3; and lots 51, 52, <br />52A and 52E of Chapel Hill Township Tax Map 4. Approximately 629 <br />acres of land is contained within the site, with 2900 feet of <br />frontage on New Hope Church Road, 4920 feet of frontage on Old N.C. <br />10, and 865 feet of frontage on University Station Road. The <br />current zoning of the site is R -1, a residential zoning district <br />allowing one unit per 40,000 square feet and served by private <br />wells and septic tanks. <br />B. APPROVAL STEPS FOR THIS PROJECT <br />In accordance with the provisions of the Comprehensive Plan and <br />Zoning Ordinance, a step -by -step process must be followed by <br />development projects requiring amendments to the Plan. In this <br />case, the applicants are involved in the initial phase of a four - <br />step process, culminating in approval of a detailed site plan as a <br />part of a Planned Development application. <br />Petitioners for amendments to the Land Use Element of the <br />Comprehensive Plan are not required to present development plans at <br />the Plan amendment phase. An amendment to the Land Use Element of <br />the Comprehensive Plan is evaluated on a more conceptual level, <br />considering conformance to the Plan's goals, objectives, policies, <br />and locational criteria without respect to the particulars of the <br />1 <br />
