This <br />plan also identifies the need for two new public golf courses in the local area.) <br />In addition, sites will be provided here for a "green box" recycling center and <br />for a fire and rescue facility. In the village center, sites will be reserved for <br />churches, a community center, a daycare center and other community facilities. <br />With respect to another County goal, the provision of affordable housing, Uni- <br />versity Station, by virtue of the fact that it will be a complete community, will <br />provide housing across the complete spectrum of the market, including small <br />apartments and townhouses, larger condominium elevator flats, a retirement <br />center for elderly residents, modest houses on small lots, and larger houses on <br />larger lots. There will be modest apartments above shops on the square, and <br />other garage apartments and "granny flats" associated with houses in the vil- <br />lage center. Ideally, people who work in the village will live in the village, and <br />the needs of the residents will be largely satisfied by shops and other facilities <br />found there, thus reducing the need for off-site auto trips and commuting. <br />4 4 CHANGING CONDITIONS: <br />Density: <br />The planning behind University Station has proceeded in the context of the <br />3 work done by the Rural Character Study Committee and generally, but not to- <br />tally, satisfies the requirements projected in recent drafts of committee mate- <br />rial. But it is important to note that the land use as illustrated in the Preliminary <br />4 Site Plan represents at a minimum what is realistically required to interest a de- <br />veloper in assuming the considerable risk inherent in a large development. A <br />higher land cost, a lower density, a processing delay or a higher projected de- <br />velopment cost would render the project infeasible. But as now projected the <br />project is feasible, and an investor /developer is ready to proceed upon receiv- <br />4 ing site approval. <br />Timing is very important here: land options are in place, but the various land- <br />owners will not be able to continue to commit their land to this use if the pro- <br />ject does-not proceed now. There is a window of opportunity open just now: <br />i the land is assembled, the planning answers current needs in the County, the <br />investor /developer /planning/marketing team is in place. But all of these factors <br />will not remain aligned if the project is not able to proceed with some dispatch, <br />and the opportunity to build University Station will be lost. <br />9 <br />11 <br />
