August 24, 1992 <br />To Whom It May Concern: <br />I am writing as an individual who is a board. member of KDS Corporation. KDS <br />Corporation has recently purchased 25 acres in Orange County for the purposes of <br />establishing a development in which housing and commonly used space will seek to preserve <br />the natural features of the land. <br />On Friday August 21, I received a letter from the Orange County Planning Department <br />regarding the public hearing scheduled for August 24 on the proposed amendment to the land <br />use plan for the -area referred to as University Station (CPI - 92). Given the short notice for <br />the meeting I have not had adequate time to research the proposed amendment, the time to <br />discuss the issue with the remaining board members of KDS Corporation, nor adequate <br />notice to make plans to attend this meeting tonight. However, as an individual, I would like <br />to offer a number of initial observations. <br />As a citizen previously involved in the 2001 Land Use Plan for Durham and the Southwest <br />Central Durham Planning Advisbry Committee, I am cautious about proposals for major <br />projects which require a significant amount of planning resources and city /county services <br />that have not been subject to adequate public discussion and input.. Ideally, the 1981 Land <br />Use Plan for Orange County should serve to shape the vision developers have for proposed <br />projects rather than the land use plan being revised and amended significantly to fit the needs <br />of developers. To date KDS Corporation has sought to develop a plan which conforms to the <br />existing plans for Orange County and we have found the Orange County Planning <br />Department to be knowledgeable and helpful to us in clarifying both the current zoning and <br />the vision that the land use plan is intended to cultivate. <br />Currently, I lack adequate information by which to thoroughly evaluate the specific proposed <br />changes, however, my initial response is that I do not support the proposed amendment. I <br />have spoken with County Planner Mr. Gene Bell about the proposed project and will be <br />seeking to educate myself about how this proposal relates to the current 1981 Land Use Plan. <br />I would urge the public, the Planning Department and the County Commissioners to weigh <br />the significant impact such a project as - University Station will have on the Land Use Plan <br />and subsequent development in the county. In the future, I hope there will be additional <br />opportunities for public debate (and adequate notice for such meetings). <br />Prior to purchase of the land KDS Corporation representatives spoke with the Orange County <br />Planning Department about planned projects for the area surrounding the property we now <br />own.
