Orange Street <br />P.O. Box 429 <br />(919) 732 -2104 <br />August 10, 1992 <br />The Town of Hillsborough hereby states its commitment to serve <br />water and sewer to the referenced project. The water and wastewater <br />treatment plants, both rated at 3.0 MGD, can easily asssimilate the <br />required demands for this project. Currently the Town is treating <br />approximately 1.5 MGD at the water plant and 1.1 MGD at the <br />wastewater plant. The residential water demand for this project <br />would be approximately 0.542 MGD based on 1326 units and a 30 room <br />Inn at a standard design criteria of 400 gpd /unit. The residential <br />wastewater demand for this project would be 0.488 MGD based on a <br />conservative design demand of 360 gpd /unit. The golf course is <br />planned to be irrigated with on -site storage ponds. <br />As you are aware, the Town is currently completing a water <br />interconnection with Durham which consists of a 1611 by 12" pipeline <br />and a 2 MGD pump station (with a 1 MGD spare backup pump). During <br />drought periods or other such emergencies, the Town has the ability <br />to purchase water from both Durham and OWASA. Pursuant to paragraph <br />7 of the Ammendment to the Agreement for the Sale of Water Between <br />The Town of Hillsborough and The City of Durham, water purchases from <br />Durham in emergencies (ie during drought conditions) shall be at 75% <br />of their rate in effect at the time whereas water purchased for <br />nonemergencies shall be at 100% of their rate in effect. The long <br />term scenario is for Hillsborough to build its own reservoir to meet <br />all of its future demands. We hope to have the reservoir on -line by <br />September of 1995. <br />The developer will be required to make the following necessary <br />improvements to both the distribution and collection systems to meet <br />the objectives of both the water and sewer master plans respectively. <br />Extentions to tie into the Towns water distribution system will <br />consist of connecting to two existing 12" lines where New Hope Rd. <br />
