August 12, 1992
The Honorable Moses Carey
Orange County Commissioner
200 South Cameron Street
Hillsborough, NC 27278
Re: Featherwood Subdivision
Dear Commissioner Carey:
This past Monday night the Commissioners conducted
business with respect to my development, Featherwood. You and
the other Commissioners elected to require that we put in a
Department of Transportation standard road rather than the
private road that was approved by the Planning Board. Because I
was not notified by the Planning Department that this issue would
be taken up at this meeting, I was unable to present my side of
the issue for your consideration. I have, therefore, requested
that this issue be placed back on the agenda for your next
meeting so that I might have the opportunity to present some
information for you to consider before requiring the D.O.T. road.
I realize that it is difficult to re -open an issue after a
decision has been made, but I feel sure that when you are made
aware of all the facts you will agree that a private road really
does make more sense in this particular case.
I am not a professional developer. I am a wife and
mother who inherited 15 acres of family land a couple years ago.
I have consulted with the Planning Department each step of my
attempt to modestly develop this property in what I hope will be
an aesthetically pleasing, modestly priced and tasteful neighbor-
hood. In my preliminary plan I requested a private road to
access five lots, each over an acre in size. This private road
is 300 feet long and proceeds along an existing driveway that is
covered with a canopy of mature hardwood trees. On two occasions
I presented the Orange County Planning Board with this plan, and
on two occasions the Planning Board voted unanimously to approve
my plan in order to preserve the existing greenery.
The plan I have designed is supposed to be a minimum
impact development that respects the ambience and beautiful
natural surroundings of the existing property. This little road
is an old fashioned country lane that will never serve more than
the five lots of this development. The road connects to no other
roads, and never will. I would invite you, and encourage you, to
drive out to this neighborhood before the next Commissioner's
Meeting on August 18, 1992 to see for yourself what effect
